The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to increase success in Mexican state efforts to detect, investigate, and sanction or prosecute corrupt officials, using both administrative and judicial processes.
Project Goal(s)
Mexican state internal supervisory agencies will adopt policies in line with best practices to improve their effectiveness in detecting, investigating, and sanctioning corrupt acts.
Project Objectives
- Objective 1: Improve performance and efficiency in detecting, investigating, and sanctioning corruption and irregular conduct through standardized procedures within the Attorney’s General Office’s (AGO) internal supervision offices, such as visitadurías.
- Objective 2: Raise standards through international exchanges on best practices with respect to detecting, investigating, and sanctioning public corruption, official misconduct, administrative failures or other irregularities during the judicial process
- Objective 3: Evaluate Project Results.
Funding Information
- Length of performance period: 24 months as an initial period with a possibility of extending up to a total of 60 months.
- Number of awards anticipated: 1-2 awards (dependent on amounts)
- Award amounts: awards may range from a minimum of $250,000.00 to a maximum of $500,000.00
- Total available funding: $500,000
Participants and Audiences
- Mexican State Attorney General Offices: Visitadurías, Internal Control Offices, or any office charged with detecting, investigating, sanctioning, or prosecuting official misconduct
- State Anti-corruption Prosecutors
Priority Region/Countries: The recipient will work with INL to select priority Mexican states for implementation.

- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Mexican non-profits/non-governmental organizations (NGOs);
- Mexican educational institutions.
