NOFO: USAID seeks Applications to implement Rural WASH activity in Madagascar

The United States Agency for International Development (USAID) seeks applications from qualified entities to implement USAID Madagascar Rural WASH activity to strengthen water, sanitation, and hygiene (WASH) progress in Madagascar, support the Government of Madagascar in leading sector progress, and stimulating private sector WASH service delivery to achieve Sustainable Development Goals and promote WASH sector growth.

USAID/Madagascar plans to build on current momentum in WASH sector governance in Madagascar to accelerate sustainable access to WASH services in rural communes and districts by addressing the known challenges to rural service delivery, building on successes achieved through USAID RANO WASH and other sector actors and recent commitments from the GoM, USAID, and its development partners.

This activity is aligned with the United States Global Water Strategy (2022-2027) in its strategic objectives (SO) 1-Strengthen Water and Sanitation Sector, Governance, Financing, Institutions, and Markets; SO2-Increase Equitable Access to Safe, Sustainable, and Climate-Resilient Drinking Water and Sanitation Services and Adoption of Key Behaviors; and SO3-Improve Climate-Resilient Conservation and Management of Freshwater Resources and Associated Ecosystems. It is also aligned with the USAID/Madagascar Country Development Cooperation Strategy (CDCS)2 , in particular Development Objective 1, “Improved human capacity to contribute to sustainability and resilience”.

The USAID/Madagascar Rural WASH activity, hereafter referred to as ‘the Activity’, intends to improve access to and use of water and sanitation services, focused on strengthening the WASH enabling environment and improving supply of and demand for WASH services in selected regions and rural communes.

Geographic Scope: Analysis of the Madagascar regions with lowest water and sanitation coverage led to the choice of seven intervention regions: Vatovavy, Fitovinany, Sofia, Betsiboka, Atsimo Atsinanana, Anosy and Androy. The criteria took into account the priorities of the MoWASH, considering regions where there is great need and where there are few or no development actors.
