The Northern Territory Risk Reduction Program (NTRRP) is a jointly funded program established under a National Partnership Agreement (NPA) between the Australian Government and Northern Territory Government (NTG).
The Northern Territory Risk Reduction Program aims to reduce the risks and limit the impacts of natural disasters in the Northern Territory by maximising opportunities to better understand natural disasters, enhance investment and improve governance.
Priorities
The priorities of the NDRRF are:
- Understanding Disaster Risk: Take meaningful action to reduce existing disaster risk and minimise creation of future disaster risk.
- Accountable Decision Making: Enable accountable decision-making across all sectors to respond to immediate and long-term disaster risk and actively manage the potential creation or exacerbation of disaster risk.
- Enhanced Investment: Enhance investment in disaster risk reduction to build resilience.
- Governance, Ownership and Responsibility: Strive for transparent, sustainable and accountable governance, ownership and responsibility for disaster risk management.
Funding Information
- Eligible applicants may apply for funding to a maximum of $150 000 per project (inclusive of GST where applicable).
Payments and reports
For most projects, funding will be paid in instalments as follows:
- Initial payment
- Milestone payment
- Milestone payment (where required)
- Final payment.
Initial payments will not exceed 50% of total funding.
Payment instalments are dependent on the acceptance of milestone reports by the Steering Committee.
What can be funded
To be considered for funding under the NTRRP, projects must meet the following requirements:
- address disaster risks associated with one or more of the seven natural hazards identified in the National Disaster Risk Reduction Framework (bushfires, floods, cyclones, storms, heatwaves, earthquakes and tsunamis)
- demonstrate tangible reduction in the risks associated with natural disasters in the Northern Territory
- commit to using Territory Enterprises and materials sourced locally and, where appropriate, conduct competitive processes
- include an assessment of and mitigation strategy for project risks throughout the term of the agreement
- align to at least one of the priorities of the National Disaster Risk Reduction Framework.
Eligibility Criteria
- Funding is available to not for profit organisations only.
- To be eligible for funding an organisation must:
- be operating as a not for profit organisation
- meet one of the following:
- be incorporated under and compliant with the Corporations (Aboriginal and Torres Strait Islander) Act (Commonwealth)
- if your organisation does not have legal standing, you must have an administering body that is incorporated under a relevant Act to take responsibility for administering, reporting and acquitting the grant on behalf of your organisation
- be incorporated under and compliant with the Associations Act (NT)
- be a local governing body or an incorporated organisation delivering local government or municipal services
- be incorporated under and compliant with one of: the Associations Act (NT), the Corporations Act 2001, the Corporations (Aboriginal and Torres Strait Islander) Act (Commonwealth), any other Act of Parliament
- be physically located and actively operating in the NT
- have completed all required information in the application form and submitted required documentation in support of your application
- have public liability insurance of at least $20 million
- be registered for Goods and Services Tax if your organisation earns $75,000 or more per year
- Types of organisations that are eligible for funding include:
- Local governments
- Not-for-profit organisations with emergency management responsibilities
- Research institutions with project endorsement from an emergency management organisation
- Northern Territory Government departments
- Research institutions will be required to submit a signed letter from a CEO (or similar) of an emergency management organisation showing project endorsement with their application.
- Additionally, entities must meet the following requirements:
- be a legal entity (a natural person or an incorporated entity), with or without a registered business name
- hold a valid Australian Business Number for the duration in which the entity is in receipt of funding
- provide and carry out its services wholly or substantially in the NT
- possess and maintain during the course of the grant (and will provide copies upon request), all relevant business, occupation and related permits, licences and insurance coverage required to undertake work in connection with the Program, including valid public liability insurance policy with minimum $20 million cover, Workers Compensation required by law, and all other relevant
insurances in adequate amounts to cover its usual business risks including, for example, accident or injury to volunteers and employees, plant and equipment, motor vehicle, loss, damage or theft of assets, and travel - contribute to disaster risk reduction activities that are of benefit in the NT.
Eligible Projects
Examples of eligible projects under the NTRRP may include projects that:
- research or study disaster risk, community vulnerability and the effectiveness of disaster resilience measures
- enhance public education outcomes or community engagement around natural disasters
- develop emergency management guidelines or conduct emergency management activities, conferences or workshops
- focus on non-recurrent training and capability development in reducing disaster risk.
The Department reserves the right to make all necessary inquiries and assessments to determine whether the project meets the eligibility criteria.
The NTRRP is a non-exclusive competitive grants program subject to limited funding. Not all projects that meet the selection criteria will receive funding.
Ineligible Projects
Examples of ineligible projects under the NTRRP include:
- programs, projects and initiatives that have already commenced or are completed, including applications seeking reimbursement for works already undertaken and financial support for existing activities
- projects that will not be undertaken in the NT or do not benefit NT communities
- projects that conflict with existing emergency management policies or procedures
- projects that would fund activities the organisation would normally be delivering as part of their function
- projects with a core intention to associate the applicant with the ownership of a capital asset
- projects that will purchase land or buildings (e.g. buy-back schemes)
- projects that will purchase or conduct works to an asset that will not be owned and/or controlled by an eligible applicant
- projects that are designed to protect or provide a commercial advantage to the applicant.
Assessment of Applications
The Assessment Panel assesses applications against the Program Logic of the Implementation Plan.
Applications are scored and referred to the Steering Committee for approval. Applicants are notified of the outcomes in writing and all decisions are final.
Applications will be assessed on factors including:
- alignment with NDRRF priorities and identified natural hazards
- overall risk reduction and benefit to the NT
- standard of the application; inclusion of all necessary documents to appropriate level of details
- appropriate consideration of risks and inclusion of risk management strategies
- value for money
- performance of the applicant where previous funding has been provided under a similar program.
The Assessment Panel reserve the right to assess applications on other factors deemed relevant to the
application.
