The U.S. Department of State’s Consulate General Peshawar announces an open competition for a cooperative agreement through this notice of funding opportunity (NOFO), contingent on funding availability, through the Public Diplomacy Grants Program.
The grantee will implement Lincoln Corner Pop-Ups at universities across Khyber Pakhtunkhwa (KP). This initiative seeks to expand the reach of Consulate Peshawar’s two Lincoln Corners in KP by introducing a mobile version that will visit other universities in the province to promote American values, foster academic exchange, and encourage community building.
Project Goal
- This project will contribute to the following goals of the U.S. Mission in Pakistan, but are not limited to:
- Engage with youth and marginalized populations
- Engage with Pakistani alumni of U.S. exchange programs
- Promote English-language programs, youth, and professional exchange programs
- Promote U.S. values and culture
- Counter violent extremism
- Promote entrepreneurship and small business development
- Promote political, sectarian, and religious reconciliation
- Promote Mission Pakistan’s Green Alliance Framework
Project Objectives
- Objective 1: Strengthen Public Diplomacy engagement with students and teachers across 20 districts of Khyber Pakhtunkhwa.
- Objective 2: Increase professional and learning skills of youth through workshops on new and modern technological practices.
- Objective 3: Prepare a total of 60 contacts at KP universities for future Public Diplomacy outreach and events.
Scope of Work
- The awardee may choose one of the two below options:
- A U.S.-branded movable space consisting of programming kits, promotional materials, movable tables, banners, podium(s) and other necessary equipment. The space should be easy to disassemble and install in different locations and venues, or
- A U.S.-branded small truck/van that will transport programming kits, promotional materials, movable tables, banners, podium and all other necessary equipment.

- Award Ceiling: $100,000
- Award Floor: $80,000
- Length of performance period: 14 months
- Number of awards anticipated: One (1)
- Anticipated program start date: September 30, 2024
Project Audience(s)
- Students, youth (aged 16 to 30), teachers, scholars, aspiring entrepreneurs, technology enthusiasts, and public interested in learning about America.
Locations
- The Lincoln Corner Pop-Up should be moved around KP to universities that do not have a Lincoln Corner.
Eligibility Criteria
- The following organizations are eligible to apply:
- Not-for-profit organizations
- Civil society/non-governmental organizations
- Public and private educational institutions
- For-profit entities, even those that may fall into the categories listed above, are not eligible to apply for this NOFO. Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
