The European Council (EC) has announced the call for proposals to promote food and nutrition security as well as food systems resilience in Rwanda.
The recently adopted Council Conclusions on a Team Europe response to global food insecurity therefore put forward four strands of action:
- Trade,
- Solidarity,
- Production, resilience, and food systems transformation, and
- Multilateralism.
This call for proposals is part of the Commission Decision package on the financing of the special measures for the EU response to the food security crisis and economic shock in African, Caribbean and Pacific (ACP) countries following Russia’s war of aggression against Ukraine. Rising hunger is putting millions of lives and livelihoods as well as the stability of countries at risk today, while the situation is likely to further deteriorate in 2023. The UN Global Crisis Response Group warned that global food accessibility issues risk being compounded by global food availability issues in 2023.
Objectives
- The specific objective of this call for proposals is to promote sustainable food production of socially and environmentally inclusive agriculture value chains targeting local markets in Rwanda.
- The priority of this call for proposals is to promote actions aiming at enhancing food production and availability by Rwandan local producers and cooperatives, including women farmers and women cooperatives.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 10 million. The contracting authority reserves the right not to award all available funds.
- Minimum amount: EUR 500 000
- Maximum amount: EUR 700 000.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- Be a legal person and
- Be a local authority or a CSO and
- Be established in Rwanda, with effective local presence where the proposed action will take place and
- Be directly responsible for the preparation and management of the action with the coapplicant and affiliated entity(ies), not acting as an intermediary and
- Be registered for at least two years at the time of the submission of an application and
- The lead applicant may act individually or with co-applicant (s). and
- Experience in actions coherent with the objectives of this call.
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator)
- In addition, please note that contracts cannot be awarded to or signed with applicants included in the lists of EU restrictive measures.
