The Climate and Clean Air Coalition (CCAC) is seeking proposals to deliver an in-depth action plan for the waste sector, focusing on organic waste segregation and treatment, to support Iraq’s NDC Action Plan and for the selection of national mitigation actions in the waste sector for NAMA projects.
This work should build on the data collection study on solid waste management in Iraq, developed by the Japan International Cooperation Agency (JICA), the Iraqi Ministry of Construction, Housing, Municipalities and Public Works, the Mayoralty of Baghdad, Basra and Erbil, and the Regional Municipalities and Tourism of Kurdistan. This will also contribute to Iraq ‘s plan to prepare a zero waste initiative by COP28.
This project responds to a request made by the Ministry of Environment of Iraq to reduce short-lived climate pollutant (SLCP) emissions including methane from the waste sector.

Successful delivery of this project will require close coordination and engagement with the Ministry of Environment, Ministry of Construction and Municipalities, Mayoralty of Baghdad, as well as civil society, the private sector, academia, and any other relevant institutions.

Expected Results
The project is expected to deliver at a minimum:
- The Government of Iraq endorses the Waste Sector Strategy by the end of the project.
- Indicator: Number of action plans, roadmaps, strategies, or other future plans with SLCP targets or mitigation measures.
- Output 1.1. Waste sector strategy which includes at a minimum:
- Updated waste emissions inventory
- Review of current laws, policies, and regulations
- SLCP mitigation options including mitigation potential of new technologies
- Cost of implementation and sources of funding
- Monitoring and evaluation framework
- Co-benefits assessment
- Output 1.1. Waste sector strategy which includes at a minimum:
- Indicator: Number of action plans, roadmaps, strategies, or other future plans with SLCP targets or mitigation measures.
- The Government of Iraq includes SLCP mitigation in its Municipal Solid Waste Management Law by the end of the project (under drafting as of January 2023).
- Indicator: Number of laws, regulations or other policy instruments with SLCP targets or mitigation measures.
- Output 2.1. Recommendations on SLCP emissions reductions from the waste sector to be included in the Municipal Solid Waste Management Law informed by findings of the waste sector strategy.
- Indicator: Number of laws, regulations or other policy instruments with SLCP targets or mitigation measures.
- The Government of Iraq includes SLCP reduction targets and/or mitigation measures related to the waste sector in its updated 2025 NDC.
- Indicator: Number of NDCs targeting SLCPs.
- Output 3.1. Recommendations for including SLCP emissions reduction targets from the waste sector in Iraq’s updated NDC in 2025, and for the selection of waste-related NAMA projects.
- Indicator: Number of NDCs targeting SLCPs.
- The Government of Iraq has increased capacity for SLCP action and implementation.
- Indicator: Number of government entities with improved capacity for SLCP action.
- Output 4.1. Training delivered to relevant government entities (including at a sub-national level) on implementing SLCP mitigation measures from the waste sector and the co-benefits of emissions reductions.
- Indicator: Number of government entities with improved capacity for SLCP action.
Eligibility Criteria
- To be eligible for consideration, project proposals must meet the following requirements:
- Complete and submitted before the deadline
- Submitted by a non-governmental organization (NGO), intergovernmental organization (IGO), or other not-for-profit entity. Governments are not eligible to apply directly for funding in this call.
- Requested funding is within the estimated budget amount, or includes a clear justification for additional expenses
- Project duration is less than 24 months
- Budget criteria are met and spending caps on expenses are respected
- For-profit entities may only participate in the project as stakeholders, co-funders, or end users. Applicants are encouraged to include for-profit entities in the development of the project proposal and/or during project implementation if their ownership of the proposed solution is key to the project’s success.
Evaluation Criteria
Proposals will be evaluated against the following criteria:
- Presents a clear plan to achieve the required outcomes during the lifetime of the project or soon after
- Includes a plan or activities to enable the scaling up of, replication of, or sustained use of project results over time
- Sets out a clear approach for enabling or contributing to SLCP emissions reductions and resulting co-benefits
- Involves relevant stakeholders
- Approach is grounded in a strong understanding of relevant risks
- Complements other relevant initiatives, funding mechanisms, and existing policy processes
- Applicant demonstrates necessary capacity and experience to perform the work
- A realistic, cost-effective, and clearly justified budget and approach is proposed
- Project meets the minimum requirements for the OECD DAC gender equality marker Score 1
Selection Process
- A preliminary review of proposals submitted by the deadline will be conducted by members of the CCAC Secretariat, Funding Task Team, and Board, in consultation with relevant CCAC Partners.
- Shortlisted applicants will be invited to present their proposals in further detail and to respond to follow-up questions about their application.
- Successful applicants will be invited to develop a Project Implementation Plan and Detailed Budget in consultation with the CCAC Secretariat and relevant CCAC Partners.
