The United Nations Development Programme (UNDP) has announced Second Open Call to Local Government Units for Co-financing of Air Protection Measures in local self-government units.
This invitation published within the project “EU for the Green Agenda in Serbia”, which is financed and technically supported by the Delegation of the European Union in Serbia, implemented by the United Nations Development Program (UNDP) in partnership with the Ministry of Environmental Protection of the Republic of Serbia, and in cooperation with Embassy of Sweden and the European Investment Bank (EIB), with additional financial resources provided by the governments of Sweden, Switzerland and Serbia.
The subject of this public call is to support the implementation of specific air protection measures in local self-government units (hereinafter: LGUs) that have already developed air quality plans or included air protection measures in their strategic documents.
Within the 3rd pillar which is focused on the problem of air pollution, the project provides assistance to the Government in the preparation of recommendations for the improvement of the air quality regulatory framework, supports local governments in the development and improvement of Air Quality Plans (AQP) and/or Short-term Action Plans (KAP) and in the implementation of air protection measures from plans, and provides financial support for innovative ideas for cleaner air.
Funding Information
- The project will provide co-financing in the amount of:
- $21,000 – $ 49,000 per individual application (for small-scale projects),
- $49,001 – $140,000 (for large scale projects).
- Duration
- The expected measure implementation period is July-November 2024 for small-scale actions, and July 2024 – July 2025 for large-scale projects.
Which measures qualify for co-financing?
- UNDP will support the implementation of a maximum one measure per local government unit, under this call.
- The measure with which the LGU applies for co-financing under this Open Call must meet one of the following conditions:
- it is described in the AQP or StAP, approved by the Ministry of Environmental Protection, and adopted by the LGU assembly;
- it is described in the AQP or StAP in the form of a draft, and it is ready to be submitted to the Ministry of Environmental Protection for approval;
- it is described in other valid development/planning documents of the LGU, if the LGU does not have an AQP.
- The implementation of measures within this call must directly lead to pollution prevention/reduction, and should contribute to the implementation of the National Air Protection Programme for the period 2022-2030 adopted by the Republic of Serbia in December 2022. LSGUs with pronounced air pollution problem, falling into the third category of air quality and recognised as priority LSGUs by relevant national acts (i.e. Novi Pazar, Valjevo, Zaječar, Pirot, Smederevo, Kosjerić, Užice, Niš, Kragujevac, Beograd) are particularly encouraged to apply.
Who can apply?
- The invitation to submit an application for co-financing the implementation of measures to improve air quality is intended for:
- LGUs created or improved by PKV and/or KAP,
- LGUs that are not legally obliged to adopt the above-mentioned plans, and have incorporated air protection measures into their strategic documents.
- The proposed air protection measures must have a direct impact on the prevention/reduction of air pollution.
