The United States Agency for International Development (USAID) in Madagascar seeks applications from qualified entities to implement USAID Lova: Foundational Skills for a Better Future.
A Malagasy proverb, Ny fianarana no lova tsara indrindra, means “Education is the best inheritance”, but the Education system in Madagascar is not providing Malagasy children with the fundamental skills they need to pursue their life goals and contribute to the development of their communities.
The goal of the USAID Lova: Foundational Skills for a Better Future education activity is to implement a multi-year activity that will strengthen the Education system to enable at least 50 percent of Malagasy learners in the formal public primary schools included in USAID’s activity to improve their reading proficiency by at least one proficiency level as demonstrated by results on the Annual Status of Education Report (ASER).
Scope
- The 2020-2025 USAID Madagascar’s Country Development Cooperation Strategy (CDCS) Goal is to improve the well-being and resilience of the Malagasy people. USAID Lova contributes to the achievement of the CDCS Development Objective I (DO I): Improved Human Capacity To Contribute To The Country’s Journey To Self-Reliance.
- Under this DO, USAID Lova will directly impact IR 1.2: Basic Education Outcomes Improved. Specifically, USAID Lova will contribute to each of the following Subintermediate Results:
- Sub-IR 1.2.1: Use of data for decision making improved
- Sub-IR 1.2.2: Quality of pre-service teacher professional development improved
- Sub-IR 1.2.3: Early grade reading and literacy improved
- The main purpose of the USAID Lova activity is to strengthen traditional and non-traditional learning systems and evidence-based instruction to ultimately improve the foundational skills of Malagasy learners in formal public primary schools, with an emphasis on foundational reading skills and inclusion of numeracy and socio-emotional learning as funding permits. The activity will contribute to the achievement of results under each of the IRs. The activity will align with the Plan d’Emergence Madagascar (PEM), the national Education Sector Plan (2018-2023) and the new Loi d’Orientation de l’Education (2022) to support the Government of Madagascar’s (GOM) efforts to improve the quality of education in Madagascar. The orientation of the activity should be guided by local voices, including civil society organizations, local Ministry of Education authorities and other local stakeholders.

Eligibility Criteria
- Eligibility for this NFO is not restricted. Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law.
- Applicants should focus initial interventions in southeastern Madagascar, the Atsimo Atsinanana region.
