The Human Rights and Justice and Public Health programs of the International Renaissance Foundation has announced a competition for “Safe and Capable Community” to strengthen the capacity of local communities to address issues related to security and access to justice, to plan their activities in these areas, to develop a legal and safe environment based on dialogue between different stakeholders, taking into account the needs of vulnerable populations.
The International Renaissance Foundation provides systematic support to community-based initiatives and government institutions to develop practices in access to justice, protection of vulnerable categories of people and the creation of a safe environment.
Objectives
- support for non-governmental NGOs working in local communities to enhance access to justice and create a safe environment;
- identifying local issues and needs in the area of security and access to justice through sociological surveys, involving active members of local communities and jointly developing models of interaction between different actors;
- developing, advocating and facilitating the implementation of local security and law enforcement programs, legal education and assistance based on identified community needs;
- fostering dialogue between public organizations, local self-government bodies and local public authorities in order to share experiences on enhancing access to justice, maintaining security and order in communities;
- providing legal support for change / development in local territorial communities, developing mechanisms to address the most common community problems;
- overcoming the insecurity, legal and social isolation of vulnerable social groups by enhancing their access to justice;
- building sustainable interaction between different stakeholders in communities on the principles of inclusivity of different vulnerable groups in order to create a safe environment.
Funding Information
- The maximum grant amount is UAH 450,000. The maximum project implementation period is 12 months, and the minimum is 6 months. Having applicants own contribution from the implementing organization or other sources will be taken into account and will be an advantage for the applicant. This contribution can be made both financially and non-financially (for example, remuneration of organization staff, providing their office or equipment for project tasks, etc.).
- The total budget of the competition: 5 000 000 UAH.
Allowed Costs
Eligible are the costs that
- necessary for project activities;
- actually occurred during the project implementation period;
- comply with the principles of cost-effectiveness and cost-effectiveness, including the principles of “highest quality at the lowest price” and cost-effectiveness;
- properly documented, substantiated and understood, and supported by appropriate accounting records.
Eligibility Criteria
- Non-profit organizations, including charitable organizations, public associations (including NGOs and unions), are invited to participate in the competition:
- have the status of non-profit or charitable organization and are officially registered in Ukraine;
- have experience of active work in the field of human rights protection, free legal aid, monitoring of work of state and / or municipal bodies, development of community capacity;
- have the ability to implement and report on grant projects (including financial reporting).
- Competition priorities:

- introduction of a systematic approach to community development through monitoring of local problems and needs, development of appropriate development priorities, expert support of such processes by civil society organizations;
- Inpatient, on-site and remote provision of legal information, explanations, legal consultations with various partners in the community;
- support of systematic cooperation with local self-government bodies on creation of models / programs for development of safe environment and capacity of citizens in communities;
- carrying out an active right of educational activity, aimed in particular at strengthening law and order and local security;
- inclusion of vulnerable groups in a common dialogue on community safety and capacity.
Advantages and requirements for the participants of the competition:
- Preference will be given to project proposals that meet one or more of the following criteria:
- are based on, or provide for, an assessment of the needs of the local population in the area of access to justice and security;
- have a letter confirmed by the local government’s interest in participating in the project with further financial support;
- have confirmed agreements on cooperation with state bodies, first of all with the National Police, the Ministry of Internal Affairs, a system of free legal aid with a certain distribution of duties, planned events, etc .;
- propose innovative approaches to ensuring access to justice and the development of a safe environment in the community;
- take into account the local context and features of the chosen territorial community;
- have a strategic plan for organizational development;
- envisage activity on several priorities of the competition.
- All supported organizations will be encouraged to work together with partners of the initiative (participation in training events, development of information materials, reporting and accounting of clients, participation in national advocacy campaigns, etc.).
