The National Institute of Corrections (NIC) has announced Organizational Programming and Capacity Assessment Grant Program.
NIC recognizes that for an organization to successfully adopt and sustain interventions that support client behavior change, it must have the capacity to support the implementation of the interventions that require the organization to align its infrastructure to support the acquisition of new skills.
Guided by implementation and behavioral change research, resources will be developed to assess the probation department’s programming and practices to determine alignment with the research literature on evidence-based practices.
Goals
Through the activities of this solicitation, the awardee will develop resources to assess an organization’s capacity to improve the adoption and sustainment of innovations supporting behavior change among persons on supervision.
Objectives
The awardee will:
- Conduct an initial virtual meeting with the NIC project manager within 30 days of award to clarify goals and objectives, discuss and develop a timeline of activities, clarify roles, and discuss the overview of the project, including discussion of assessment tools and other resources to be used to meet the goal of the project.
- Work with the NIC project manager and the Hamilton County working group develop a work plan detailing the assessment process, associated activities, and virtual and on-site meetings with agency leadership, the judiciary, and working group members.
- Develop a process to assess organizational programming and capacity to deliver and sustain innovations. The process should include conducting on-site meetings with agency leadership, staff and service providers; reviewing agency documents and materials; and performing related activities that contribute to the assessment process.
- Implement the assessment process, collect and review data and information, and compile a report that includes findings and recommendations to disseminate to agency leadership and work group members.
- Work with agency leadership and work group members to review findings and next steps. Then develop an implementation plan to monitor practice and programming improvements and sustainability. This plan will be based on agreed upon objectives and processes.
Program-Specific Information
The awardee will work with representatives from the Hamilton County Probation Department and judiciary from the Common Pleas and Municipal Courts to develop a work plan that will detail activities related to the assessment process. The assessment will determine whether programming is evidence based and adheres to the principles of effective interventions, and it will assess the agency’s capacity to deliver evidence-based interventions. The awardee will use implementation and behavioral change research as the framework to develop assessment resources.
These resources should help demonstrate where an organization aligns with regard to adopting innovations that support behavioral change, identifying policy and practice gaps with leadership, and pinpointing areas for staff competency and organizational support to determine an organization’s capacity to deliver evidence-based interventions.
The awardee must demonstrate and document the following areas of expertise and experience to be considered for this project:
- Articulate that they have sufficient staff, resources, and availability to meet the requirements of this solicitation.
- Articulate and document that staff that have experience and expertise (minimum ten years) in delivering projects that use research-based practices, including evidence-based practices.
- Have knowledge and expertise in conducting program and organizational assessments within a community corrections setting.
Funding Information
- NIC expects to make one award for as much as $20,000.00 for a 12-month project period, beginning on May 13, 2022. Requests for amounts in excess of a total of $20,000.00, including direct and indirect costs will not be considered.
Eligibility Criteria
- NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services.
- Foreign governments, international organizations, and non-governmental international organizations/institutions are not eligible to apply.
- NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as sub recipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one (1) application will be accepted from a submitting organization.
- NIC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
Cost Sharing or Matching Requirement
This solicitation does not require cost sharing or match. However, if a successful application proposes a voluntary cost share or match amount, and NIC approves the budget, the total cost share or match amount shall be incorporated into the approved budget, and becomes mandatory and subject to audit. Cost sharing or match will not be used as a factor during the merit review of applications.
