Organizing Youth CO: Lab Australia Programme 2021

The United Nations Development Programme (UNDP) has launched Organizing Youth CO: Lab Australia Programme 2021 to examine the needs of young Indigenous Australians and identifying solutions to support their empowerment and well-being.

Young people, service providers (NGOs and social enterprises), private sector, government and policy makers, academics, and representatives from charitable foundations will be engaged to participate in the dialogue event which will include experiential and capacity building workshops prior to the event.

Objectives

The objectives of the programme are:

• Recognize young people as active agents for social change, economic development and technological innovation;
• Engage young people as experts on matters affecting their lives to share their lived experiences; and
• Create a platform for a true dialogue between youth and non-youth stakeholders to generate solutions to support Indigenous youth in Australia.

Scope

The proposed activities will focus on awareness-raising on issues and barriers for youth to attain health and well-being, as well as building engagement to address such issues with a focus on exploring the use of Social Innovation and Entrepreneurship. Partners to be engaged will include the public sector, academics from tertiary education institutes, private sector, youth organizations and other relevant stakeholders. The proposed activities will include:

• Identifying the issues, barriers and needs of Indigenous youth and the opportunities for addressing such issues through the social innovation and entrepreneurship ecosystem in Australia;
• Based on existing successful models, develop concept, work plan and activities to support the engagement of youth and other key stakeholders in Australia and the Pacific;
• Convene activities with various key stakeholders to foster dialogue and discuss how youth can use innovative solutions to address the global goals.

Approach and Methodology

• Systems mapping and situation analysis of entrepreneurship ecosystems for Indigenous youth in the context of Australia
• Explore social entrepreneurship for Indigenous youth and engage young social entrepreneurs and innovators through partnership and communication.
• Facilitate dialogue across sectors to raise awareness on youth development issues and build engagement to promote youth-led social entrepreneurship and innovation solutions.
• Convene sessions supporting Indigenous youth with a focus on capacity building, mentorship and developing entrepreneurship skills

Duration 

The overall duration of work should be no less than 8.5 months (15 December 2022– 31 August 2022). The expected date of completion of the programme is 31 August 2022, however they will keep UNDP informed of any delays during the process.

Eligibility Criteria

• The contractor should have:
  • Experience
    • At least 5 years of relevant experience in the areas of youth service development, policy advocacy or social entrepreneurship, as well as multi-sector engagement and capacity development for fostering youth empowerment;
    • Proven (minimum 5 years) specialized knowledge and experience with similar engagements done in the region, preferably in Australia;
    • Adequate resources and operational capacity to carry out the proposed activities is preferred; and
    • An ongoing programme related to the development of the Social Innovation and Entrepreneurship capacity for Indigenous youth in Australia is ideal.
  • Existing Network of Partners
    • Strong connection with NGOs, social entrepreneurs, government, relevant professionals, business community in the local context for outreaching to young people, including those focused on Indigenous issues; and
    • A wide range of connections with experts from different industries, to provide insights and contribute to possible solutions is preferred.
• The contracted organization needs to engage team personnel, equivalent to the following minimum manpower and qualifications:
  • Team Structure
    • Proposed composition and team structure, with clear information of job division between management role and implementation role
  • Team Leader (1 post)
    • Education
      •  Minimum Bachelor’s Degree or higher in any of the following subjects: social work, youth studies, sociology, development studies, social and entrepreneurship study or of a related field.
    • Experience
      • At least 3 years of relevant experience in the areas of youth development, social entrepreneurship, social innovation, education, vocational development, social inclusion and development and working with Indigenous communities;
      • Extensive experience of service development and policy advocacy is an advantage;
      • Knowledge of social innovation initiatives in Australia;
      • Experience in convening various stakeholders, such as the public sector, businesses, youth organizations, civil society and social enterprises is desirable; and
      • Expertise and knowledge of the Asia-Pacific region is preferred.
    • Language requirement
      • Excellent English, report writing, presentation and communication skills.
  • Project Coordinator (2 posts)
    • Education
      • Minimum Bachelor’s Degree or higher in any of the following subjects: social work, youth studies, sociology, development studies, social and entrepreneurship study or of a related field.
    • Experience
      •  At least 2 years of relevant experience in the areas of youth development, social entrepreneurship, education, vocational development, social inclusion and development and working with Indigenous communities; and
      • Extensive experience in project and programme coordination. Language requirement
      • Excellent English, report writing, presentation and communication skills.
