The International Renaissance Foundation is requesting proposals to contribute to the establishment of objective facts and the fair prosecution of those responsible for committing international crimes in Ukraine: war crimes, crimes against humanity, genocide, and the crime of aggression.
The Human Rights and Justice Program announces a competition focused on supporting the activities of civil society organizations that work to protect human rights, restore justice, and punish those responsible for committing international crimes.
Funding Information
- The total budget of the competition is 20,000,000 hryvnias.
- The minimum grant amount is 1,000,000 hryvnias.
- The maximum grant amount is 4,000,000 hryvnias.
- The average grant size is 2,000,000 hryvnias.
- The project implementation period is up to 12 months.
Eligible Activities
- List of activities that can be supported within the framework of the competition:
- Providing legal assistance to victims of military actions (including in foreign and international jurisdictions, quasi-judicial control mechanisms);
- Assisting pre-trial investigation bodies and the prosecutor’s office in forming an evidence base regarding committed international crimes, including (but not limited to):
- sexual violence related to armed conflict;
- extrajudicial executions and enforced disappearances;
- torture, illegal detention;
- deportation;
- discriminatory harassment;
- crimes against the environment (ecocide);
- destruction of civilian infrastructure and cultural heritage sites;
- Assisting national criminal justice institutions in improving their practices in investigating international crimes and in properly involving victims in justice processes;
- Research and improvement of national approaches to holding perpetrators of war crimes accountable;
Eligible Projects
- Eligible project budget expenses are those that:
- necessary for the implementation of project activities;
- will actually arise during the project implementation period;
- comply with the principles of appropriateness and cost-effectiveness, including the principles of “best quality for the lowest price” and cost-effectiveness;
- can be correctly documented, justified and understandable, as well as supported by appropriate financial and accounting documentation.
Ineligible Projects
- Ineligible are project budget expenses related to:
- preparing a project proposal for participation in the competition;
- creation and registration of an organization;
- payment of debts;
- reimbursement of expenses related to exchange rate fluctuations;
- providing direct fiscal support to state authorities and local governments;
- political activity or religious propaganda;
- activities that lead to direct or indirect discrimination against any social groups;
- projects aimed at generating profit from activities;
- construction or repair work, including through the purchase of building materials;
- furnishing the premises with furniture and equipment;
- procurement of humanitarian aid and/or military equipment;
- purchase of vehicles and/or luxury items and related services;
- providing financial assistance to third parties (regranting). assistance to third parties (regranting).
Selection Criteria
- Criteria for selecting the winners of the competition:
- Compliance with the thematic priorities of the competition;
- Experience and expertise of organizations;
- Confirmed cooperation with other partners;
- The realism of achieving the expected results and compliance with the purpose of the competition;
- Compliance of the budget with planned activities and expected results.
