The Centers for Disease Control – CGH is offering grants under “Strengthening the Strategic Information (SI) Capacity of the Ministry of Health (MOH) in Support of HIV/AIDS Prevention, Care and Treatment Activities in the Democratic Republic of Congo under the President’s Emergency Plan for AIDS Relief (PEPFAR)”.

The Government of the Democratic Republic of Congo (GDRC) oversees health implementation activities. Through its National AIDS Control Program (Programme National du Lutte contre le Sida -PNLS), GDRC regularly develops a three- year National Strategic Plan (NSP) to address major gaps identified, including data quality and limited use of data.

This NOFO will strengthen the existing national electronic reporting systems, known as the District Health Information Software (DHIS2), National Data Repository (NDR), Viral Load Sample Management System (VLSM), Three Inter-linked Electronic Registers (Tier.Net) and their interoperability. These systems are used by the government in health zones (HZ) to report program data and are available for use free of charge, and accessible to all implementing partners (IPs) as well as CDC staff

The purpose of this NOFO is to strengthen the effectiveness of DRC’s HIV program data analysis and management systems that are part of the MOH SI plan; support timely, complete, and accurate data reporting; and make relevant data available for all stakeholders, including through support for HIV program evaluation assessments.

The NOFO will also support HIV nonresearch studies that will provide data to monitor program effectiveness and inform prioritization of all HIV interventions, policy development, and program planning interventions and allow the PNLS to master the SI systems.
