The European Commission (EC) is calling for proposals for Peru Thematic Programs: Civil Society Organizations.
Objectives
- The global objective of the present call for proposals is to rely on the Civil Society Organizations (OSCs) as independent actors of good governance and development through property rights.
- Contribute to a civil society and an inclusive, participatory, empowered and independent democratic space in Peru and an inclusive and open dialogue with the Society Organizations.
- The specific objectives of lot No. 1:
- Contribute to better the entorno proposal for the OSC.
- Explain the SC’s participation in national policies and its dialogue with the State.
- Strengthen Civil Society.
Priorities
The EU emphasizes its compromise with the Civil Society Organizations (OSC) as well as reference 3 priorities:
- Redistribute destined destinations to promote a favorable environment to the OSCs in social lands.
- Ensure a significant and structured participation of the OSCs in the national policies of the social countries, in the cycle of programming of the EU and in international processes.
- Increase the capacity of local OSCs to help more efficiently on paper as independent development actors.
- The priorities for lottery 1:
- Objective 1:
- Contribute to improve the entropy proposal for the OSC.
- Marco OSC regulator.
- Legal and institutional entity for the protection and defense of the human rights and protection of the OSC, in such a way that the conditions conducive to the work of the OSC can be guaranteed.
- Objective 2:
- Explain the SC’s participation in national policies and its dialogue with the State.
- Participation of the Peruvian Civil Society in public policies in particular in sectors prioritized by European cooperation and interests in facilitating Peru’s accession to the Organization for Economic Cooperation and Development (OECD).
- Visibility of the role and contribution of the Civil Society to the development and good governance.
- Objective 3:
- Fortalecer a la Sociedad Civil.
- Keyhole performance enhancement.
- Article of the civil society.
- Financing and sustainability of the OSC.
- Organizational development strategies.
- Objective 1:
- The priorities for lottery 2:
- Entorno proposal for the participation of young people and their organizations, at national and local level.
- Youth Public Policy.
- Participation in the design, implementation and monitoring of public policies, including in sectors prioritized for European cooperation.
- Advocacy of the rights of young people, including the most marginalized, as well as young people, young people with disabilities or other vulnerable groups, and their empowerment and participation in public support, in particular in the work of their participation youth organizations.
- Awareness of society, the means of communication and public and private bodies about the importance of the participation of young people and their rights.
- The priorities of this lot 3 are:
- Promote policies on gender equality and the rights of women and facilitate the active participation of women and their organizations in decision-making processes at all levels.
- Promote gender perspective integration in public policies.
- Develop strategic actions that increase the access of women in decision-making and service spaces.
- Development of the capabilities of women’s and OSC organizations that work specifically in gender equality.
- Focus on the effective participation of civil society and its speeches in the implementation of actions, and definition of policies to celebrate gender equality.
Funding Information
- The total indicative import assigned to the convocation of proposals ascending toEUR 4,332,500
- Indicative endowment of funds per lot:
- Lot 1: 2,000,000 EUR
- Lot 2: 1,332,500 EUR
- Lot 3: 1,000,000 EUR
- The subsidies applied for within the Convocatoria de Propuestas will be included among the minimum and maximum import following:
- Lot 1:
- minimum import: 1,950,000 EUR
- maximum import: 2,000,000 EUR
- Lot 2:
- minimum import: 1,300,000 EUR
- maximum import: 1,332,500 EUR
- Lot 3:
- minimum import: 975,000 EUR
- maximum import: 1,000,000 EUR

Eligibility Criteria
- Main applicant
- To be able to opt for a grant, the principal applicant must:
- be a legal person and do not taste sweet;
- be a Civil Society Organization (a red, platform or other type of OSC coalition) established in a Member State of the European Union or in Peru;
- be directly responsible, with his / her co-applicant (s) and / or affiliate entities, for the preparation and management of the action and will not simply limit himself to acting as intermediaries.
- To be able to opt for a grant, the principal applicant must:
- Co-applicants
- For each lot, each proposal must be met with a principal applicant and at least one co-applicant. At least one of them has to be a Peruvian OSC.
- The co-applicants participate in the design and execution of the action, and the costs incurred will be subsidized by the same manner as those carried out by the principal applicant.
- The co-applicants must complete the eligibility criteria applied to the principal applicant.
- The co-applicants must confirm the mandate.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
