The United States Agency for International Development (USAID) in Kosovo is seeking applications from qualified entities to implement the program entitled “Private Sector Partnerships to Strengthen Higher Education” which aims to strengthen partnerships between the private sector and academic institutions and support development of market-oriented and experiential learning approaches.
Objectives
- Increased universities’ analytic capabilities and access to labor market data in partnership with the private and public sector.
- Strengthened partnerships with the private sector to enable universities to develop/revise curriculum according to market demand.
- Enhanced interconnectivity and effectiveness in student experiential learning.
- Strengthened partnerships between universities and the private sector to enable demand-driven applied research.

Eligibility criteria
- Organizations eligible to apply under this NOFO include all U.S. and non-U.S. public, private, and non-profit, non-governmental organizations, as well as institutions of higher education and excludes public international organizations and governmental organizations. Further, the organization must be a legally recognized organizational entity in the country where it operates.
- However, concept papers submitted in response to this NOFO must include a partnership that, at a minimum, includes at least one U.S. and at least one Kosovar Higher Education Institution (HEI). USAID encourages the participation of the U.S. higher education community in this activity, either as a Prime Recipient or member of a consortium. U.S. Higher Education Institutions (HEIs) are one of the key partners for developing solutions to development challenges, by serving as intellectual hubs for knowledge, research support, and innovation. It is anticipated that a strong U.S. HEI partnership will catalyze change in close coordination with key stakeholder and other donors’ efforts.
- USAID/Kosovo welcomes an approach that demonstrates flexibility to being responsive to development challenges and constraints as described in this NOFO. Given the multi-faceted nature of the Activity, a consortium is welcome and encouraged, including partners with expertise in relevant programmatic areas.
