The Ministry of Digital Development, Innovation and Aerospace Industry under the implementation of the Fostering Productive Innovation Project is announcing the call for proposals for the Productive Sector Consortia I Grant Program: Competence Centers.
The Grant Program aims to establish competence centers to address the systemic industry problems by developing new technologies (R&D), modeling and improving production processes on a laboratory scale (model factory), analyzing and preparing recommendations on development of the industry.
A consortium is a temporary voluntary equal union (association) based on an agreement on joint economic activity, in which legal entities combine certain resources and coordinate efforts to solve specific problems.
A scientific and educational consortium is a temporary voluntary equal association based on an agreement on joint economic and scientific activity, in which scientific organizations, higher educational institutions and other legal entities, including those employed in the field of production, combine intellectual, financial and other resources for conducting fundamental, applied scientific research, developing technological innovations and training highly qualified specialists.
Objectives
- The CPS Program is a program managed in a coordinated manner to achieve the objective of sub-component of Component of the Innovation Consortia through the provision of grants.
- Subproject – a set of activities undertaken to create a unique product, service or result within the framework of the CPS program, funded by a grant from the CPS program.
- Grant Agreement – an agreement between the Executing Agency and a KPS I grant recipient. Grant – conditional and non-repayable funding provided for the implementation of a KPS I subproject .
Priorities
- Rational use of natural resources, including water resources, geology,processing, new materials and technologies, safe products and designs;
- Information, telecommunication and space technologies, scientific research in the natural sciences;
- Energy and mechanical engineering;
- Sustainable development of the agro-industrial complex and safety of agricultural products;
- Life and health sciences;
- National Security and Defense (no classification);
Funding Information
- The maximum grant amount will be 650,000,000 (six hundred and fifty million) tenge with a maturity of up to 18 months.
Eligibility Criteria
- Subproject co-financing requirements for CPS I grants are as follows:
- Co-financing is provided by consortium members.
- The minimum amount of co-financing is 10% of the grant amount.
- Co-financing is made only in cash, material contributions (equipment, machinery, land, buildings and premises, etc.) cannot act as co-financing. Co-financing must be in monetary terms. Cash contributions differ from in-kind contributions in that the actual cash transaction appears and must be documented in the accounting system. At the same time, the purchase of goods, works and services from co-financing should also be carried out in accordance with the World Bank procurement rules, in accordance with the fiduciary guidelines for grant recipients.
- If the co-financing share in the application is less than 10% of the grant amount, or
- Co-financing is paid in full and/or in part according to the schedule stipulated in the grant agreement. In this case, the full amount of co-financing must be paid within 2 (two) months from the date of signing the grant agreement. The terms and amounts of co-financing funds (schedule) are agreed between the Executing Agency and the main applicant / Grantee before signing the grant agreement.
