The Italian Agency for Development Cooperation is seeking applications for the Energy Sustainability for Accessible Health to population of Southern Libya to support administrative decentralization, to strengthen the capacity of governance at local and individual municipal level, and to improve the management and supply of basic services.
This initiative is part of the strategy of the Italian Cooperation in Libya for the two-year period 2020 – 2021, which provides for interventions aimed at favoring access to basic services and in particular in the renewable energy, water and agricultural sectors, while maintaining a focus geographical area of the Fezzan region, from a perspective of the humanitarian-development-peace link.
Objectives
- The program in question intends to contribute to the achievement of the strategic objectives established in HRP 2021 through a direct intervention in the health sector. The Humanitarian Response Plan 2021 identifies three specific objectives:
- increase access to humanitarian health care by placing emphasis on the most vulnerable sections of the population,
- strengthen the capacity of the system in the provision of health services and in the management of information on the national health system,
- strengthen the resilience of the health system and communities in case of further shock.
- General objective: Improve access to basic services for the Libyan population.
- Specific objective: Support the population of Fezzan in accessing better basic health services, increasing the availability and energy sustainability of the structures that provide them.

Funding Information
- Maximum duration of the project activities: 12 (twelve) months;
- Compliance with the indications contained in paragraph 4 of this letter Call for Proposals;
- Funding requested from AICS not exceeding:or or Euro 480,000.00 (four hundred and eighty thousand/ 00) in the case of a single project;
- Euro 960,000.00 (nine hundred and sixty thousand/ 00 euro) in the case of a joint project presented by a Temporary Association of Purpose (ATS).
Location
As for the geographic areas target, the location of intervention selected have the highest levels of humanitarian emergency in the Fezzan region. In line with the indications received from the Office of the Ministry of Health for the South, there are particular shortcomings in the electricity supply at the following public health facilities:Sebha Cancer Center; Sebha Renal Center; Brak renal unit; Renal unit Idri; Ubari dialysis unit; Bent Beya Renal Dialysis Unit; Ghat kidney dialysis unit; Traghen kidney dialysis unit; Gatrun kidney dialysis unit; Hun kidney dialysis unit; Semnu kidney dialysis unit; Murzuq kidney dialysis unit. The project proposals and related needs analysis must therefore take into consideration, as a priority, the list of the 12 structures in line with the indications of the Libyan counterparts.
Participation Requirements
They can submit project proposals for the present Call for Proposals non-profit entities who, at the date of presentation of the project proposal, are in possession of all the following requirements:
- Registration in the list pursuant to art. 26, paragraph 3, of Law 125/2014 and subsequent amendments and
- For non-profit subjects without an operational headquarters in Italy (local and / or international non-profit subjects), the ownership of a partnership agreement with one of the subjects registered. This agreement can be of various kinds (affiliation, association, partnership) but must in any case be, under penalty of exclusion, of a general nature, pre-existing to the presentCall for Proposals (and therefore not limited to a specific action or established only for the purposes of participation in the Call) and must remain valid even after the conclusion of the activities related to the Call;
- Specific and proven experience in emergency and / or LRRD interventions;
- Proven experience in the health sector and / or strengthening of basic services;
- For non-profit entities without an operational headquarters in Italy (local and / or international non-profit entities), be established and in compliance with the legislation in force in the country of origin and in compliance with the provisions for non-profit entities by the same legislation;
- They are not indebted to the MAECI DGCS and / or AICS or other donors, for certain, liquid and due debts, including debt situations deriving from provisions for revocation of contributions for projects promoted and / or entrusted;
