The United Nations Global Marketplace is seeking proposals for Promotion of Peacebuilding Initiatives led by CSOs in the Lake Chad Basin Region.
The Lake Chad Basin Stabilization Fund project aims to support Chad’s commitment to creating the political and security conditions for the voluntary return of displaced populations to their villages of origin, close to their production systems.

- Essential social service infrastructure is built and/or rehabilitated, functional, and accessible;
- Households in return areas benefit from economic resources that can improve their living conditions;

Expected Results
- Specifically, applicant organizations are required to:
- Propose a project concept note aligned with the themes defined in this document, and a detailed and coherent strategy for implementing the activities included in the terms of reference (Annex II) and the budget breakdown by activity (see details in Annex I).
- Present the monitoring and evaluation strategy, reporting mechanism, data collection, analysis, and data sharing with UNDP, based on the monitoring and evaluation plan in place.
- Present the overall project governance strategy (sharing of responsibilities, accountability, etc.).
- Present the gender strategy and the strategy for taking into account the interests of marginalized groups, particularly youth and women, in the intervention areas.
Eligibility Criteria
- This Call for Project Proposals is addressed to National Non-Governmental Organizations (NGOs) or Civil Society Organizations with expertise in the topics described in these Terms of Reference.
- To be considered eligible, NGOs/CSOs must meet the following preliminary criteria:
- Not be listed as an organization linked to terrorism, money laundering, or any other activity deemed incompatible with United Nations values (failure to meet this criterion automatically results in disqualification);
- Demonstrate sound financial stability: an average annual budget of at least 30,000,000 FCFA (or the equivalent in USD) over the past two years (2021/2022 or 2022/2023).
- Each applicant is required to submit certified financial statements for the years 2021 and 2022, or an equivalent document. (Failure to meet this criterion automatically disqualifies the applicant);
- Have a bank account in the name of the applicant organization in a recognized bank;
- Have the recognition/approval of the Ministry of Community Development and Land Use Planning, or any other ministry responsible for the supervision of NGOs and CSOs in Chad;
- Have had at least one financial audit conducted by recognized audit firms in the last two years (the most recent audit report must be attached to the application);
- Have conducted activities in one of the provinces, including Hadjer-Lamis and Lac, for at least three years.
Evaluation Criteria
- Proposals will be evaluated based on the following criteria:
- A rational technical proposal that includes innovative and replicable inclusion mechanisms to optimize the transfer of funds to beneficiaries, through activities relevant to the local context and aligned with the themes predefined in this document.
- High-impact interventions that directly target and respond to the needs established in these terms of reference.
- The required budget size to match proven financial and administrative management capacities.
- Participatory monitoring and evaluation that will contribute to creating a sense of ownership among beneficiaries, in order to promote the sustainability of the interventions
