The Embassy of Canada in Croatia and Kosovo is pleased to launch its annual call for proposals for the Canada Fund for Local Initiatives (CFLI) 2021-2022 to support small-scale but high-impact projects in developing countries, reflecting Canada’s foreign policy and international assistance priorities such as human rights, women’s empowerment, democracy and application of the rule of law.
The CFLI program focuses on projects conceived and designed predominantly by local partners. The CFLI also serves to support positive bilateral relations between Canada and recipient countries and their civil societies, by deepening contacts and supporting local endeavours. Projects are selected and approved by the Embassy of Canada to Croatia and Kosovo based in Zagreb, Croatia.
Thematic priorities
All projects must align with the thematic priorities identified as:
- The advancement and empowerment of women and girls. This can be defined as:
- Improving gender equality
- Facilitating women’s political participation and engagement at the local, regional and national levels
- Bridging the pay gap
- Leveling the entrepreneurial or political playing field for women
- Implementing strategies to prevent gender based violence
- Safeguarding assistance for victims of domestic violence
- Offering educational workshops and vocational training for disadvantaged women and girls
- Improving participation of women in STEM disciplines
- Furthering and improving reproductive rights
- Facilitating access to investment opportunities; and/Or
- Inclusive governance including diversity, human rights and the rule of law. This can be defined as:
- Advancing women’s leadership and decision making in governance and public sector management at all levels
- Strengthening legal systems and promote reforms that eliminate all forms of discrimination against women, girls, and other marginalized groups
- Improving access to justice for women, girls, and other marginalized groups
- Supporting the protection of women’s human rights defenders.
- Supporting the efforts and capacity of governments at all levels to ensure public services respond better to the needs and potential of women and girls and other marginalized groups
- Enhancing the accountability and transparency of partner countries’ institutions and processes
- Supporting citizen participation, including through innovative and technology-enabled means, to promote ownership and sustainability in social, political, and economic processes
- Strengthening capacity for equitable service delivery at all levels of government
- Strengthening civil society and increase democratic political participation, including that of women, youth and marginalized groups; create and maintain, in law and in practice, a safe and enabling environment for civil society and the media (including women’s organizations and women’s rights defenders)
- A more stable society where respect for diversity is celebrated rather than discouraged; where there is incentive for a safe and open exchange of views on various platforms, and cooperation across groups
- Advocating for the rule of law and, equal access to justice in government institutions and services and reduced levels of corruption; to protect vulnerable and marginalized groups.
*Where possible, CFLI projects should also include a focus on engagement, inclusion and exchange between various ethnic communities, with a view to supporting multiculturalism, tolerance and diversity in Kosovo.
Funding Information
One-year project applications can be funded up to CAD $20,000.00 while a two-year project can be funded up to CAD $35,000.00
Eligibility Criteria
- In eligible countries such as Kosovo, eligible recipients include:
- Local non-governmental, community and not-for-profit organizations
- Local academic institutions working on local projects
- International, intergovernmental, multilateral and regional institutions, organizations and agencies working on local development activities
- Municipal, regional or national government institutions or agencies of the recipient country working on local projects
- Canadian non-governmental and not-for-profit organizations working on local development activities
- Priority will be given to local civil society organizations (including non-governmental organizations). Other entities, such as international, intergovernmental, multilateral and regional organizations may be eligible for funding, provided they are working with local partners and on local projects that are consistent with the objectives of the CFLI.
- Similarly, municipal, regional or national government institutions may receive funding, provided that their projects are essentially local in nature. The Embassy encourages organisations, which have not benefited from CFLI funding before to apply. In assessing applications, the selection committee will prioritize applications focusing on concrete results that are innovative, sustainable and accountable to their participants and communities.
