The United Nations Development Programme (UNDP) is pleased to launch the Public Call for subsidizing the installation of solar systems for the own needs of individual housing facilities in the area of the City of Mostar.
The subject of the Public Call is the provision of technical and financial support for the preparation and realization of the installation of solar systems for own needs on individual housing facilities in the area of the City of Mostar.
The public call is conducted within the SolarCET project, in cooperation with the project ” Initiation of environmental financing for the purpose of low-carbon urban development” (URBANLED), which is implemented by UNDP and financed by the Global Environment Facility (GEF). The URBANLED project is focused on urban environments that largely contribute to environmental pollution, due to unsustainable management of city infrastructure and irrational energy consumption.
The aim of the project is to invest in launching the concept of low-carbon urban development in Bosnia and Herzegovina through the promotion of safe, clean and healthy cities, while reducing greenhouse gas emissions. The project is implemented in cooperation with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, the Ministry of Spatial planning, construction and ecology of the Republic of Srpska, the Federal Ministry of Environment and Tourism, the Fund for Environmental Protection and Energy Efficiency of the Republic of Srpska and the Fund for Environmental Protection of the Federation of Bosnia and Herzegovina.
Goals
- The main goals of this Public Call are to realize, through the implementation of the installation of solar systems in the housing sector:
- Reducing electricity costs by producing electricity in their own photovoltaic systems,
- Increasing resistance to changes in electricity prices,
- Increasing the use of renewable energy sources and
- Reduction of emissions of solid particles and gases with the greenhouse effect (GHG).
Eligibility Criteria
- Applicants, potential users, are required to submit the following mandatory documentation:
- Completed application form;
- Proof of residence at the address of the facility that is the subject of application for the Public Call – form issued by the Ministry of Internal Affairs of the Herzegovina-Neretva Canton, not older than 6 (six) months, counting from the date of publication of the Public Call;
- Statement on the household list, which will determine the number of household members (notarized by a notary or in the competent municipal/city service) no older than three (3) months from the date of publication of the Public Invitation;
- Invoices for the electricity supply service in the name of the user/applicant from the address of the facility that is the subject of application to the Public Call for a period of twelve (12) months (invoices must be submitted in a visible copy for the last twelve (12) months from the publication of the Public Call, on which clearly indicated consumption in kWh), with the fact that the sum of the consumed electricity must amount to a minimum of 3000 kWh for twelve (12) months so that the built-in photovoltaic system would not be oversized . Applicants selected through the Public Call will have the obligation to subsequently submit invoices for the electricity supply service for the period of the previous three (3) years and have them available immediately before the arrival of the consultant in charge of creating the solar system installation project ;
- Photograph of the external appearance of the object (in color) that is the subject of the Public Call, with a view of the entire object from which it is evident that the object is structurally correct, i.e. that there is no structural damage that could threaten the integral stability of the object after the installation of the solar system (photograph of the object should be made so that you can see two sides of the building, the storey of the building and the roof);
- A copy of the cadastral plan, not older than 6 (six) months counting from the date of publication of the Public Call;
- Land registry extract, not older than 6 (six) months counting from the date of publication of the Public Call;
- Checklist for submitted documentation;
- Statement on related parties;
- A statement of all co-owners, certified by the competent authority, giving consent for the implementation of the installation of the solar system on the object that is the subject of the application to the Public Invitation – in the event that there is more than one owner for the individual residential object in question;
- Statement by which the applicant accepts the conditions of participation in the Public Call, and that he agrees:
- That it will enable persons authorized by UNDP to access the facility in order to verify the existing condition;
- That it will allow the contractor and professional supervision during the execution of the works unimpeded access to the facility;
- That they will co-finance the execution of works with the measures determined by the prepared technical documentation in accordance with the conditions defined in the Public Invitation;
- That after the installation of the solar system, the data about it will be entered into the ISA (eng. Interactive Solar Atlas) – the installed power of the system, the expected annual production, information about the contractor, the date of commissioning and a photo of the power plant;
- That after the installation of the solar system, it will not be alienated;
- That they will allow persons authorized by UNDP to access the facility one year after the installation of the solar system in order to verify the use of the solar system.
- Additional documentation that the applicant can submit is:
- Proof of the characteristics of the heat pump installed in the facility that is the subject of the Public Call (as evidence, a photo of the plate from which the type of heat pump and heating/cooling power can be clearly read, a purchase invoice or a project confirming the installation of a heat pump with the specified characteristics is accepted as proof) – if it exists in the facility. Note: Only heat pumps with a power of 5 kW and more will be considered.
Residential Buildings That Cannot Be Subject To Support through This Public Call
- Individual residential buildings that are not eligible for subsidization through the Public Call are:
- Facilities in which the end user/applicant is not the owner/co-owner and in which he does not reside;
- Objects that are co-owned, for which it is not possible to obtain the statement/consent of all co-owners within the same;
- Buildings that were devastated;
- Buildings that are structurally defective, i.e. have major structural damage that may threaten the integral stability of the building after the installation of the solar system;
- Facilities that are not in compliance with valid planning documentation, i.e. facilities on which illegal works have been carried out (illegal construction, additions, superstructures) and other restrictions defined by planning documentation;
- Facilities that are under construction at the time of publication of the Public Call.
