The United Nations Development Program (UNDP) has announced a call for proposals to modernize the agri-food sector and improve the rural economy by increasing the competitiveness of agricultural production, jobs and services, mitigating the negative economic effects of the COVID-19 pandemic on agri-food companies and rural tourism operators, and ensuring the continuity of their business.
The projects are implemented by the United Nations Development Program (UNDP) in Bosnia and Herzegovina (BiH) in partnership with the Czech Development Agency (for EU4AGRI and EU4AGRI-Recovery) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the International Labor Organization (ILO) (for EU4BusinessRecovery).
The public call for potential users of grants for a measure of support for investments in mitigating the negative impact of market disturbances and climate change on the agricultural and food sector will be implemented with the support of three projects (hereinafter: Projects):
- Support of the European Union to the competitiveness of agriculture and rural development in Bosnia and Herzegovina” – EU4AGRI;
- “European Union support for resilience in the agricultural and food sector in BiH” – EU4AGRI-Recovery;
- Response to COVID-19″ – EU4BusinessRecovery.

The projects are implemented by the United Nations Development Program (UNDP) in Bosnia and Herzegovina (BiH) in partnership with the Czech Development Agency (for EU4AGRI and EU4AGRI-Recovery) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the International Labor Organization (ILO) (for EU4BusinessRecovery ). All Projects are financed by the European Union (EU).
The intervention measure of support will be realized through the following forms:
- Financial support for the purchase of mineral fertilizers (NPK, KAN and UREA),
- Financial support for the procurement of irrigation systems ,
- Financial support for frost protection.
Objectives
- The goals of this intervention are:
- Contribute to mitigating the negative impact of disruptions in the raw materials market during 2022 on the agricultural and food sector in BiH, caused as a result of the COVID-19 pandemic and the war in Ukraine;
- Contribute to mitigating the negative impact of climate change on the agricultural and food sector in BiH;
- Optimizing operating costs, maintaining productivity, liquidity and competitiveness of the agricultural and food sector in BiH;
- Support for the stabilization of existing value chains from primary production to processing and placing products on the market.
Note: All project proposals that do not comply with the objectives and expected results of the Public Call Guidelines will not be considered.
Funding Information
- Within this public call, 2 million KM is available , and the amount of support per applicant can be from 15,000 KM to a maximum of 300,000 KM, while the amount of support per subcontractor can be from 1,500 KM to 8,000 KM.
Eligible geographic region for projects
- As part of this public call, all applications for projects that will be carried out on the territory of BiH are considered acceptable.
Eligibility Criteria
- Eligible applicants for this public call are:
- companies and/or
- cooperatives
- with an established network of subcontractors/individual agricultural producers (hereinafter referred to as subcontractors) engaged in production and/or processing and/or purchase and/or storage and/or marketing of fresh agricultural and finished food products.
- To be eligible, the applicant must meet the following conditions:
- must be registered on the territory of Bosnia and Herzegovina as a legal entity;
- the owner and the responsible person of the applicant cannot be beneficiaries of the intervention measure as subcontractors;
- there are no due and unpaid debts due to direct and indirect taxes;
- he settled his obligations to all his subcontractors in 2022;
- has a preliminary contract/contracts for the 2023/2024 season. year with the subcontractors with whom he applies for this public call;
- of public capital or voting rights of that public capital in the ownership structure ;
- is not in the process of pre-bankruptcy settlement or liquidation;
- in the past 3 years, there are no unfulfilled obligations for the allocated incentive measures of the entity ministries, that is, the relevant institutions of the Brčko District of BiH (BD);
- the owner and/or responsible person does not hold a public office;
- he was not convicted of a criminal offense related to his business based on a final judgment.
Note: the eligible applicant must be actively engaged in the purchase or processing of fresh agricultural products and have a network of members or subcontractors with whom they have contractual cooperation. Agricultural pharmacies or wholesale companies that do not purchase fresh agricultural products cannot apply for a public call.
Eligible Agricultural Sectors
- All projects related to the following agricultural production are eligible for support in mitigating the negative impacts of market disturbances and climate change in the agri-food sector:
- Production of cereals and oilseeds ;
- Milk production (through the exclusive production of cereals and/or oilseeds and/or fodder plants);
- Meat production (through the exclusive production of cereals, oilseeds and/or fodder plants);
- Fruit production, including grapes and olives (exclusively in the open).
