The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project for the development and implementation of a three-component project which will include outreach and training on how to file complaints and reports to the US and/or Mexican authorities as it relates to violations against the Foreign Extortion Prevention Act (FEPA) and the Foreign Corrupt Practices Act (FCPA).
Goals
- Mexican relevant stakeholders from justice sector officials, civil society organizations, chambers of commerce, and business coalitions collaborate with Federal and State Mexican and U.S. authorities to detect and report violations of FCPA and FEPA laws in Mexico.
Project Objectives
- Mexican justice sector, civil society organizations, chambers of commerce, business coalitions know how to file complaints in Mexico and the U.S., related to violations of U.S. FCPA and/or FEPA laws.
- Relevant Mexican stakeholders from justice sector officials, civil society organizations, chambers of commerce, and business coalitions create a network with U.S. authorities to detect, investigate and prosecute FCPA/FEPA violations in Mexico.

- Award amounts: awards may range from a minimum of $500,000 to a maximum of $1,000,000

Project Activities and Deliverables
- The following activities are required but can be adapted to the proposal. Additional activities may be submitted according to the proposal’s creativity
- Activities for Objective 1
- Activity 1. Design and deploy an awareness campaign on how FCPA/FEPA laws apply to corruption cases in Mexico which will target relevant stakeholders from the public and private sector. This should include but it is not limited to building a network consisting of Mexican and U.S. stakeholders to create awareness to combat corruption in Mexico through FCPA/FEPA laws.
- Activity 2. Convene discussion forums, conferences or roundtables promoting best practices on how to detect and file complaints about violations of the FCPA/FEPA laws, and developing exchanges where U.S. experts can collaborate with Mexican justice sector, civil society, chambers of commerce, and business coalitions on these topics.
- Activities for Objective 2
- Activity 1. Design and implement trainings to provide justice officials and other relevant stakeholders, with tools and information on how to detect and respond to violations of FCPA/FEPA laws in Mexico. This activity should be in line with the Mexican criminal justice system and legal framework.
- Activity 2. Identify and detail activities that can be used to support and complement activity.

Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code or section 26 US 115 of the US 115 of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institution
- In order to be eligible to receive an award, all organizations must have a unique entity identifier (also known as UEI)
- Applicants are only allowed to submit one proposal per organization.
- All applicants must provide a workplace free from harassment and bullying for all individuals, including but not limited to cooperative agreement/grant personnel and INL personnel.
