The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to support the successful rehabilitation and reintegration (R&R) of families of foreign terrorist fighters (FTFs) in the Kyrgyz Republic and/or Tajikistan.
Program Objective(s)
- Objective 1: By September 2023, frontline practitioners and community leaders have demonstrably improved capacity to provide psychosocial support, bolster community preparedness to receive the returnees, and promote reintegration into the community through collaborative training with international, national, and local experts.
- Objective 2: By September 2023, leaders and managers from non-governmental organizations (NGOs), governmental sponsors, and local experts have demonstrably improved capacity for supporting R&R best practices and dissemination of lessons learned to multiple audiences in the region.
- Objective 3: By September 2023, develop in-country capacity to support long-term implementation, and institutionalization, of community-based R&R programming beyond the life of this project.

- Total available funding: $493,827
- Program Performance Period: Proposed programs should be completed in 24 months or less.

The participants for this program should be practitioners supporting the R&R of FTF family members who should include but are not limited to:
- Psychosocial practitioners and social workers
- Teachers
- Local municipal officials
- Religious organizations
- Business councils
- Professional organizations
- Official and unofficial community leaders and credible voices
- Youth leaders

- Central Asia; Kyrgyz Republic and / or Tajikistan
Eligibility Criteria
The following U.S. and/or foreign organizations are eligible to apply:
- Not-for-profit organizations, including think tanks and civil society/non-governmental organizations
- Public and private educational institutions
- Public International Organizations (PIOs) and Governmental institutions
