The Autonómia Foundation is looking for applications from Hungarian Roma and pro-Roma civil society organizations that aim to protect fundamental rights, promote EU values, and support and actively involve Roma communities.
The ROVA project aims to support Roma and pro-Roma civil society organisations in promoting these common values.
Objectives
- The objectives of the call are:
- To build the capacity of Roma and pro-Roma civil society and Roma communities to pursue and promote the EU values of human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including for minorities.
- To facilitate access to fundamental rights for Roma.
- To promote equality and social inclusion for Roma.
- To promote a human rights perspective on the situation of Roma.
- To combat antigypsyism.
- To monitor the implementation of the National Roma Strategy at local, regional or national level.
- To develop cooperation between Roma communities and public institutions.
- To develop cooperation between Roma and non-Roma civil society.
Funding Information
- The total available support for projects supported in Hungary is EUR 300,000 with a maximum of EUR 30,000.
- Projects supported under this call will be submitted between 1 January 2026 to august 2027.
Eligible Activities
- Capacity-building activities targeting organisations, professionals or community members, such as training, coaching, workshops, mentoring and other non-formal education tools.
- Awareness-raising activities targeting the wider public, including communication actions and campaigns, creation and dissemination of offline and online materials, public events and cultural products.
- Advocacy and monitoring activities aimed at strengthening the rule of law and representing disenfranchised groups, including legal advice and advocacy work, community organising and mobilisation, monitoring and evaluation of government policies and programmes targeting Roma, and the preparation of position papers and publications.
- Community initiatives that promote the active cooperation of Roma and other social groups, for example through local actions, voluntary initiatives and the implementation of grassroots movements.
Eligibility Criteria
- Non-governmental organizations registered and operating in Hungary can apply for the grant, provided they meet the following conditions:
- They were not established for the purpose of earning private income.
- They may engage in economic activities and employ staff, but the income may not be distributed among the members, founders or managers. Economic activities must remain secondary and support the mission of the organization.
- Their main objective is not to represent the economic or professional interests of their members.
- These organizations were established voluntarily by individuals or groups, and their activity also includes elements of voluntary work.
- They operate in the public interest, for the well-being of people, certain groups or society as a whole, but do not seek political power;
- They have a clearly defined mission, internal structure and governing rules, which are set out in their statutes or founding documents.
- They operate in a transparent and participatory manner, with elected or appointed leaders who are accountable to the organisation’s members and supporters.
- They publish annual activity and financial reports in accordance with the law and ensure that their activities are publicly available. Newly established organisations that are not yet required to submit public reports may instead submit a description of their initial activities and planned transparency measures.
- They are independent of central government, local government, public institutions, political parties and profit-oriented organisations. The majority of their founders or management members may not represent any of these institutions.
- They have no outstanding public debt.
- Respect and promote the fundamental rights and values of the European Union, as set out in Article 2 of the Treaty on European Union and the Charter of Fundamental Rights.
