The Office of Victim Services and Justice Grants is pleased to announce that it is seeking applications for its Reentry Flex Funding Program funding to provide flexible funding for returning citizens to meet individual needs, such as housing deposits, transportation needs, connectivity, and other temporary or immediate expenses, to assist with reintegration, avoid homelessness, and reduce recidivism.
Office of Victim Services and Justice Grants (OVSJG) also provides policy making expertise, advice, and counsel to the Executive Office of the Mayor on the role of victims and offenders in the criminal justice system, and evidence-based practices to respond to, intervene in, and prevent violence.
Funding Information
- Up to $8,357,479.66 in funding is available to provide flexible funding for the individual needs of returning citizens that were created or exacerbated by the COVID-19.
- While the funds are intentionally flexible, eligible uses are restricted to goods and services that are directly related to housing, vital documents, access to health care services, transportation needs, connectivity, and other temporary or immediate expenses, to assist with reintegration, avoid homelessness, and reduce recidivism.
- Award recipients that received $750,000.00 or more in Federal or District funds over a year are required to conduct a single audit in accordance with the provisions of the OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
Eligible Funding
- The proposed use for flex funding is directly responsive to a need created or exacerbated by the COVID-19 pandemic.

The proposed use of flex funding is addressing a negative public health or economic impact. This can be demonstrated in several ways:
- The flex funding will be provided to individuals or households living in Qualified Census Tract.
- The flex funding will be provided to low-income individuals or households.
- The flex funding will be provided to a population or geographic area that has been disproportionately impacted, as determined by another different metric.
Eligibility Criteria
- Any public or private, community-based non-profit agency, organization or institution that has a District business license and provides services or goods within the District is eligible to apply.
- For profit organizations may participate as subcontractors to eligible agencies.
- Applicants for reentry flexible funding must demonstrate prior experience with administering flexible funds.
- OVSJG grantees currently funded with ARPA reentry flex funding will receive an invitation to apply for supplemental funding.
