The United Nations Development Programme (UNDP) is requesting proposals on Social Inclusion and IEC activities to Build Skill-Ecosystem in India.
The main objective of SANKALP project is to provide technical support to the Directorate of Training & Employment, Government of Uttarakhand in planning, development, monitoring and coordination of skill development activities, improving its scale and quality of skilling efforts in order to reduce poverty and strengthen the livelihoods ecosystem by increasing access to quality and market-relevant training for the youth through the SANKALP programme.
The SANKALP programme is aimed at strategically reforming the skill development landscape in India by strengthening institutions at the central, state and district levels. MSDE has been implementing many skilling programmes that can be broadly classified into long-term and short-term trainings. SANKALP will focus on strengthening short-term training programmes (usually with a duration of 3 to 6 months)5 through greater decentralization of skill development governance (strengthening of district ecosystem) and improving quality and market-relevance of skill development programmes. It has the following three components:
- Component 1: Institutional Strengthening at the National and State Levels for Planning. Delivering and Monitoring High – Quality Market Relevant Training
- Component2: Improve Quality and Market Relevance of Skill Development Programmes
- Component 3: Improved Access and completion of Skill Training for Female Trainees and Other Disadvantaged Groups
Objective
- The Service Provider hired would be engaged towards achieving better interdepartmental coordination, increased awareness on skill ecosystem, enhanced employment opportunities for youth, women and marginalised and vulnerable sections of society as well as better bank linkages for uptake of entrepreneurship.
Scope of Work
The selected Service Provider will complete the following activities:
- Promotional events and Sessions for promoting Traditional Skill forms
- IEC activities and awareness drives for marginalised groups in the Society
Eligibility Criteria
- At least 5 years of experience in capacity building, skill development, livelihood promotion, entrepreneurship promotion, organising and conducting workshops, generating awareness etc. related to government programs at the state or national level.
- At least 3 assignments in capacity building, skill development, livelihood promotion, entrepreneurship promotion, organising and conducting workshops, generating awareness etc. should have been completed by the proposer
- The team/ office/ area of operations of the proposer must be in Uttarakhand.
- Proposals are invited from the institutions/organizations only. Proposal submitted by Individuals will not be accepted.
Criteria
- Technical Proposal (70%)
- Expertise and experience of the organization
- Methodology, Its Appropriateness to the Conditions and Timeliness of the Implementation Plan
- Qualification and experience of Team Leader
- Qualification and experience of Key personnel
- The minimum technical score required to pass is 70%.
- Financial Proposal (30%)
- To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.
