The Global Community Engagement and Resilience Fund GCERF is seeking to commission a service provider with: demonstrated expertise in peace & conflict and P/CVE, as well as excellent research methods skills.
Objectives
- To commission a service provider who will conduct an evaluation that will assess GCERF investment during Round 2 in Bangladesh by focusing on two out of three grants (which comprised around 85% of overall investment during the second round).
- The service provider will be responsible for elaborating the research design, collecting the necessary data, analysing the data collected and producing a good quality report (a report that can be published). A detailed explanation of the need for this research, including location, scope, and relevant research.
- GCERF encourages the service provider to use OECD-DAC evaluation criteria to organise, assess and report the evaluation findings, especially the aggregate understanding of GCERF investments.
Work to be performed and Deliverables
GCERF requires the five following deliverables:
- Deliverable A
- An inception report containing the research design, sampling approach and which data collection tools are expected to be used for other deliverables, and a detailed timeline.
- Deliverable B (covering Part B of the assessment)
- Provide a detailed description of all youth platforms established by the two consortia, including but not limited to a detailed breakdown of geographic location, demographic, and critical characteristics. If possible, it should provide comparative analysis across different types of youth platforms and insights on how youth platforms can be financially and programmatically sustainable.
- Also, it should include a review of the training content on digital literacy delivered to the youth leaders and members. Conduct sampled interviews or surveys on the youth members and produce a summary of their knowledge, skill or capacity on the subject matter, whether they have utilized the knowledge/skill/capacity after the training and how.
- Deliverable C (covering part C)
- Produce analysis of institutional actors involved in the programmes (i.e. religious institutions, educational administrations, local elected bodies/authorities, community leaders etc.), and capture any significant change in their involvement and engagement in PVE. Measure the perception of the critical stakeholders on youth platforms, describe the engagement, collaborations and coordination between these key stakeholders and youth groups, provide concrete examples of joint initiatives (if any), and identify existing or potential pathways to institutionalise PVE within these actors.
- Deliverables D ( part A)
- Assess GCERF Investment Strategy for Bangladesh 2019-2022 through OECD-DAC, and executive summary of two pages of the entire evaluation exercise.
- Deliverables E
- Final report, and Two virtual workshops (one for GCERF and one for GCERF grantees) to discuss the findings of the evaluation
- The service provider should indicate in their proposal if this timeframe is suitable or suggest an alternative.
Competencies
- Bidders should have the following competencies:
- Extensive research and analysis experience on peace, conflict and/or P/CVE:
- Extensive experience and expertise on research methods and evaluation;
- Thorough understanding of the sensitivities of peace &conflict, and P/CVE work;
- Experience in developing research designs for research/evaluation;
- Ability to draft reports with good quality;
- Ability to access Bangladesh or local presence.
