Applications are now open for the SDG Innovation Fund Program to support the implementation of at least six cross-sectorial small-scale projects to foster the advancement of the Sustainable Development Goals (SDGs) in the Republic of Moldova.
The SDG Innovation Fund is part of the project “Support to the Moldovan Government in the Implementation of the 2030 Agenda” (further referred as “Project”) that the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
The overall objective of the Project is to improve capacities and processes for implementing the 2030 Agenda in the Republic of Moldova. The Project works closely with its main political partner the State Chancellery of the Republic of Moldova and other stakeholders, relevant for implementing the 2030 Agenda.
How is the Fund managed?
The SDG Innovation Fund management is structured in the following way:
- The Steering Committee is responsible for the planning, implementation, monitoring and reporting of the overall Project; it represents the highest decision-making body.
- The Advisory Board is a collective body created on a voluntary basis from representatives of public institutions, NGOs, private sector and academia to provide overall guidance and direction, to coordinate the selection, evaluation and technical quality assurance of the SDG Innovation Fund projects. The ex officio members of the Advisory Board are representatives of the State Chancellery and the Project.
- The Fund Operational Management serves as a secretariat to the Advisory Board, being also responsible for the Technical Support Program that was created with the aim to ensure smooth process of application, implementation and concluding phase of the selected small-scale projects.
- The Implementing Beneficiaries are responsible for the management at the level of the recipients.
Who can apply?
A partnership (lead organization and partner organization) between at least two organizations from different stakeholder groups out of the following:
- Government Authority;
- Non-governmental organization;
- Private Enterprise;
- University.
- In addition, the applicants should prove the technical and administrative capacity to implement the proposed project. In this regard, they need to demonstrate the following:
- Legal registration in the Republic of Moldova, in accordance with the legislation in force;
- Previous experience in project design, implementation and evaluation;
- Human resources experienced in the area of intervention;
- Project implementation logistics (office space, computers, telephone line, internet access, etc.);
- Administrative capacities to manage the project finances.
Eligibility Criteria
Proposal must meet the following requirements to be eligible for evaluation:
- Legal entity. Applicant is a public authority, civil society, private sector, academia from the Republic of Moldova.
- Sectorial focus: Proposals shall address challenges in one of the following sectors (i) Public Finances, (ii) Social Affairs, (iii) Environment.
- Multi-actor-partnership. Applications shall be submitted by a consortium of at least two different stakeholder groups (e.g. consortium between an NGO and public authority).
- Timeframe. The objective of the small-scale projects shall be achieved within the maximum duration of up to 12 months. The earliest a project can have a planned start is 01 July 2021 and the latest it can end is 30th June 2022.
- Budget. The required funding amount shall range between minimum EUR 50,000 to maximum EUR 70,000.
- Own contribution. The budget application form shall include an own financial contribution of at least 5% of the overall budget.
- Language. Proposals shall be submitted only in English language.
- Formalities. Applications shall be accurate, complete and timely submitted.
