The National Fish and Wildlife Foundation (NFWF) is seeking applications for its South Coast Shoreline Parks and Outdoor Recreation Grants Program to compensate the public for loss of use and enjoyment of natural resources, parks, public beaches, and other public resources downcoast of El Capitan State Beach in Santa Barbara County to Long Beach in Los Angeles County as a result of the Refugio Beach oil spill.

Additional settlement funds are being separately administered by the California Department of Parks and Recreation and the University of California Regents for projects to compensate the public for human use impacts upcoast from, and including El Capitan State Beach, and impacts to research, education and outreach at Coal Oil Point Nature Reserve.

Up to $1.5 Million in grant funds is available for projects through this RFP. Multi-year projects will be considered. However, since the Program has limited funding, shovel-ready projects with either a low probability for cost overruns or a mechanism to address cost overruns are preferred. Matching funds and/or in-kind contributions are encouraged, but not required.

Geographic Focus

Project proposals are expected to focus on directly benefiting shoreline, near-shore, and/or water-based recreation in the counties of Santa Barbara, Ventura, and Los Angeles. Projects benefiting recreation at the Channel Islands will be considered. With respect to Santa Barbara County, the Program will focus on recreation that either occurs or originates on coastal areas downcoast of El Capitan State Beach. Projects to address Refugio Beach oil spill impacts upcoast and including El Capitan State Beach are being evaluated through a separate process lead by the California Department of Parks and Recreation.
