Applications are now open for the Community-Based Local Initiatives (CLIP 2) to support registered non-governmental organisations based in Turkey that seek to improve community-based social services for refugees and disadvantaged vulnerable residents of host communities in underserved areas.
CLIP 2 is a multi-donor grant scheme that supports and reaches out to community-based local initiatives in underserved regions of Turkey with the aim of providing integrated and needs-differentiated services to refugees and disadvantaged, vulnerable members of the Turkish host community.
It builds on the experience of the Local Initiative Fund in Turkey (LIFT); co-funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union through its Humanitarian Aid Operations department (ECHO) and implemented by Deutsche Gesellschaft fu¨r Internationale Zusammenarbeit (GIZ), which provided financial and technical support to small NGOs in different regions of Turkey in 2019 and 2020.
Thematic Areas
Applications will be received for the following thematic areas for refugees and vulnerable residents of the host communities. Each project proposal SHOULD include the thematic area (A) Protection services; AND at least one of the other thematic areas of (B) NFE and (C) Social Cohesion. Applicants may provide services both three thematic areas:
- Protection services and specialised services (i.e., registration, legal, social, psychological, education or health-related information provision and counselling, PSS, case management, etc.)
- Non-formal education (NFE) activities (i.e., language courses, vocational courses, courses to improve life and work skills etc.)
- Recreational and intercultural exchange activities for improving social cohesion (i.e., social, cultural or sports activities, measures to promote intercultural learning and learning to live together)
Funding Information
- It is aimed to select up to 24 initiatives with project budgets ranging from EUR 20,000 to EUR 100,000.
- Projects with activities in at least two of the above-mentioned thematic areas shall target one of the two funding streams listed below. It shall be noted that applicants CANNOT apply for both streams. The selected proposals will have a weighting of 50-50% for both streams.
- Funding Stream: Project proposals shall have a focus on particularly vulnerable groups(1) among refugee and host communities in underserved areas, as well as explicitly non-Syrians (Afghan, Iraqi, Iranian etc.).
- Funding Stream: For this call, projects working with persons with specific needs are prioritised: people with disabilities and SGBV survivors.
- The duration of the project is between 10 and 12 months and it will start in August 2021 at the earliest and in October 2021 at the latest.
Activities to be Funded
- Social Cohesion activities, such as: social and cultural activities (i.e., city tours, social excursions, nature attractions, food culture-based activities, joint breakfast and lunch events), art activities (i.e., hobby hours, art workshops, picnics, drama classes, etc.), neighbourhood projects special day events, festivals, sport activities, and workshops/events for intercultural learning.
- Non-formal education activities such as: Public Education Center-certified language courses, vocational courses, life skills courses, employment-relevant trainings, etc. NGOs that are to implement NFE activities shall either already have a protocol with the Ministry of National Education (MoNE) or they shall have an ongoing application to avoid possible delays in implementation due to a lack of protocols. If this is not the case, the applicant shall have proven prior experience with the protocols in the field of work.
Location
The application areas of the projects should be as follows: Elazig, Yozgat, Kütahya, Aksaray, Afyonkarahisar, Bolu, Burdur, Amasya, Zonguldak, Van, Aydin, Bursa, Sakarya.
Eligibility Criteria
Only non-governmental organisations (ie, associations, initiatives, and foundations) active in Turkey are eligible for participation in this project. For both sub-calls, applications will be evaluated on the following minimum criteria. The applicants:
- should have been established at least 2 years prior to the call and have a minimum 1 years’ experience with externally funded projects on vulnerable groups (preferably in the activity fields defined above).
- have experience in managing funds amounting to 50,000 TRY or 5000 EUR in one single project and have a well-established accounting system (to be checked for commercial suitability)
- have a project manager / officer and experienced finance officer.
- may only apply to one funding stream.
- must take into account that all projects should include protection services, additionally the NGOs should offer services in at least one of the other CLIP 2 intervention areas (NFE or social cohesion)
- should design their programs according to the vulnerable groups in the province. A one-refugee approach is strongly encouraged.
- shall have proven records of relations with provincial and local authorities (eg, social service centers, municipalities, etc.). Relevant protocols / permissions / evidence for ongoing processes with public authorities shall be provided before the implementation starts. If this will not be the case, the applicant shall have proven prior experience with the protocols in the field of work in the last 2 years.
- should have proficiency in English and / or Turkish for communication and reporting
- should ideally have a strategy or at least ideas / plans for the sustainability of the organization
