The U.S. Agency for International Development (USAID) is seeking applications for a cooperative Agreement from qualified and eligible U.S, non-profit, private voluntary organizations, or universities for a program entitled “Sustaining Technical and Analytic Resources (STAR)” to improve the effectiveness of global health programs worldwide by developing and strengthening the capacity of global health professionals.
Objectives
- Support the broader purpose of academic institutions, research, and professional associations in the US and other countries to improve the technical capacity of emerging global health leaders through partnerships to place fellows within and outside USAID to build the capacity of developing countries to run global health programs.
- Strengthen the pool of health professionals globally at the junior, mid – and senior-levels through field experience with developing country organizations.
- Provide opportunities to diverse health professionals who mirror the populations USAID serves globally to build upon their skills and gain exposure to international health programs
- Improve collaborative systems and long -term, sustainable partnerships for open exchange and utilization of information, knowledge, and educational resources to promote technical excellence and learning across the broader global health community.
Award Information
- USAID anticipates allocating approximately $97 million in total funding of this activity over the five year performance period.
- The period of performance is five (5) years for the award date, subject to the availability of funds.
Eligibility Criteria
To be eligible to receive this Cooperative Agreement, an applicant must:
- Be a U.S. based-non-profit, private voluntary organization, university or an Institution of Higher Education registered with USAID (as defined in 2 CFR part 200).
- Have managerial, technical, and institutional capacities to achieve the results outlined in this program description.
- Propose to contribute from their own, private or local sources no less than 25% percent of the amount of funds obligated by USAID for the implementation of this program over the course of the agreement.
