The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP) is seeking applications for funding under the fiscal year (FY) 2020 Reducing the Use of Isolation in Juvenile Facilities program. This program furthers the Attorney General’s mission by providing funding to juvenile facilities to reduce violent crime and recidivism.
The Reducing the Use of Isolation in Juvenile Facilities program will provide funding to support states, territories, units of local government, and federally recognized tribes to implement strategies to safely reduce the use of isolation in juvenile facilities.
The goal of this program is to support juvenile facilities to address policy, training, practice, and programming to reduce the use of isolation and implement alternatives to the use of isolation.
Objectives include adopting a mission statement and philosophy that reflect rehabilitative goals; developing policies and procedures for the use and monitoring of isolation; identifying data to manage, monitor, and be accountable for the use of isolation; developing alternative behavior management options and responses; and training and developing staff. Deliverables include the development and implementation of policies and/or practices for reducing the use of isolation and implementing programs that promote alternatives to using isolation.

- Estimated maximum dollar amount for each award: $600,000
- Total amount anticipated to be awarded under solicitation: $3,000,000.
- Period of performance start date: October 1, 2020
- Period of performance duration: 36 months
Eligibility Criteria
- The following entities are eligible to apply:
- states and territories,
- units of local government,
- federally recognized Indian tribal governments (as determined by the Secretary of the Interior).
- All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.
- Eligible applicants that propose to provide direct services to youth must not include youth whoare age 18 or older in the population they will serve.
