The U.S. Consulate General, Public Affairs Section in Hyderabad is soliciting proposals for its project entitled “Capacity Building of Duty Bearers for Preventing and Combating Trafficking in Persons”.
The project will build the capacity of officials from law enforcement and prosecution agencies across the states of Andhra Pradesh, Telangana and Odisha to combat trafficking in persons in their respective states and bring perpetrators to justice.
Project Objectives
- The project will create empowered, informed local officials who will increase the prosecution rate for criminals involved in TIP.
- The project will create a pool of trained civil society personnel who will carry forward anti-TIP training for diverse stakeholders.
Project Deliverables
- The grantee will conduct a needs assessment to better understand the limitations of local law enforcement in understanding and prosecuting trafficking in persons.
- The grantee will create (6) handbooks that detail the duties and responsibilities of different stakeholders involved in combating TIP. The handbooks will cover the relevant laws, regulations and procedures to be followed by these stakeholders during their day-to-day work.
- The grantee will identify and empower three to six partner NGOs across three states to lead training programs for stakeholders in understanding/interpreting and utilizing the handbooks in their anti-TIP work.
- The grantee will train a pool of 20 master trainers drawn from government and civil society organizations in these three states who will be able to replicate the training after the project period.
Funding Information
- Minimum (“Floor”) Award Amount: $60,000
- Maximum (“Ceiling”) Award Amount: $65,000
Note: Applicants are not required to pursue all project objectives and deliverables. What specific subject matter expertise does applicant possess, and which objectives and deliverables are they therefore best suited to pursue?
The Public Affairs Section reserves the right to award less or more than the funds described under circumstances deemed to be in the best interest of the U.S. government, pending the availability of funds and approval of the designated grants officer.
Project Audience
The primary audience/beneficiary in the project includes judicial officers (judges of lower courts who are the first point of contact in prosecution), prosecutors, investigating officers (from law enforcement agencies), labor officers (district-level officials in charge of implementing labor laws) and child welfare committees (quasi-judicial bodies that rule on cases of child protection, compensation and related issues at the district level). The grantee will further engage civil society organizations across three states who will serve as knowledge partners in delivering the training to the above beneficiaries.
Eligibility Criteria
The following organizations are eligible to apply:
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education;
- Civil society/non-governmental organizations;
- Think tanks;
- Public and private educational institutions;
- Individuals;
- Public International Organizations and Governmental institutions.
This award does not allow:
- Programs relating to partisan political activity;
- Charitable or development activities;
- Construction programs;
- Programs that support specific religious activities;
- Fund-raising campaigns;
- Lobbying for specific legislation or programs
- Scientific research or surveys;
- Commercial projects;
- Programs intended primarily for the growth or institutional development of the organization;
- Programs that duplicate existing programs; or
- Illegal activities
