U.S. Department of State, Bureau of DRL: Promotes Worker Rights in Kazakhstan

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) has announced an open competition for organizations interested in submitting applications for projects to promote freedom of association, improve labor rights protections, and ensure that labor unions in Kazakhstan can exercise and defend their rights.

Projects should partner with local worker organizations, including NGOs, to build the capacity of worker organizations to engage in meaningful policy dialogue with all stakeholders, monitor abuses, engage international mechanisms, and defend and protect worker rights.  Policy dialogue should be complemented with technical assistance to bring trade union, labor, and criminal laws and practice into compliance with international standards.  Competitive proposals will be complementary toany current initiatives and will also seek to facilitate transparent dialogue regarding grievances and mechanisms for upholding workers’ rights as well as foster advocacy and awareness-raising around freedom of association, the right to strike, and other core labor standards.

DRL also requires all of its programming to be inclusive and expects implementers to include strategies for deliberate analysis, integration, and investment in at-risk or vulnerable individuals. Where appropriate, competitive proposals may include:
