The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) has announced two open competitions for organizations interested in submitting applications for projects that support the rule of law and government responsiveness in Lebanon.
- Funding Opportunity I: Supporting Rule of Law and Government Responsiveness (1-2 Awards Expected)
- DRL’s goal is to promote the rule of law and government accountability in Lebanon. DRL’s objective is to build on commitments made by the Lebanese government in response to citizen advocacy by providing support to the legal framework surrounding the repeal of Article 522 and related penal codes. Article 522 of the Lebanese penal code allowed for halting the prosecution or suspending the conviction of a person who had committed rape, kidnapping, or statutory rape if he married the victim.
- Program approaches may include: a) continued advocacy to develop, codify, and enforce consequences to those in violation of the law; b) awareness-raising to citizens, local government, and associations to restore faith in the judicial system and prevent movement of the now-outlawed practice underground; and c) work with advocacy groups to ensure that marginalized communities are aware of the law’s repeal and available justice processes.
- DRL’s demonstrative Theory of Change for this program objective is:
- If Lebanese civil society continue to raise community demands for better enforcement of the law related to the repeal of Article 522 and related penal codes, then judicial and government actors will recognize the need to continue to respond to citizen demands by following through on the repeal of the law.

- Funding Opportunity II: Engaging Men and Boys in Strategies to Reduce Violence Against Women (1-2 Awards Expected)
- DRL’s goal is to promote the rule of law and reduce violence against women in Lebanon. DRL’s objective is to increase engagement of men and boys in programs designed to reduce violence against women. Successful proposals will address contextual challenges and relevance to Lebanon specifically as well as technical programmatic interventions utilizing best practices related to reducing violence against women.
- DRL’s demonstrative Theory of Change for this program objective is:
- If men and boys are engaged in interventions to reduce violence against women through addressing the negative social dynamics that have been exacerbated by external factors such as conflict and instability, then program interventions will be better able to expand their reach, legitimacy, and impact in the community.
- Please note, DRL welcomes revisions of this Theory of Change in line with the proposal’s overall program design.
Award Information
- Award Ceiling: $750,000
- Award Floor: $250,000
Eligible Applicants
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
- Applications submitted by for-profit entities may be subject to additional review following the panel selection process. Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards. Profit is defined as any amount in excess of allowable direct and indirect costs.
