The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs, is seeking applications from qualified Non-Governmental Organizations (NGOs), Educational Institutions and other non profit qualified organizations for a Cooperative Agreement to implement a program entitled “Eastern Caribbean Organized Crime Investigation Program”.
The overarching goals of this project are to deter drug trafficking and related transnational crime through the Eastern Caribbean and reduce the associated threats to citizen security in the Caribbean and the United States. In order to advance these goals, INL Bridgetown seeks to provide training and technical assistance to empower the RSS and its member countries to investigate and prosecute illicit maritime trafficking in the Eastern Caribbean.
Components
- Build RSS Maritime Law Enforcement Strategic and Operational Capacity
- Establish an RSS Transnational Organized Crime Task Force
- Mitigate Corruption and Criminal Interference in Criminal Justice Proceedings
Project Objectives
- This objective will support the RSS’ efforts to define a unified operational approach for confronting maritime crime that addresses operational, training, leadership, and international coordination planning elements. Per discussions with RSS leadership, this project will help the RSS develop and implement a Maritime Law Enforcement Concept of Operations (MLE CONOPS) planning document as well as standard operating policies and procedures for maritime law enforcement.
- This objective will support RSS efforts to stand up and sustain an Eastern Caribbean transnational organized crime task force
- This objective will support Eastern Caribbean partners’ efforts to overcome systemic barriers of corruption and criminal interference that prevent Eastern Caribbean criminal justice systems from effectively investigating and prosecuting transnational organized crime.

Eligibility Criteria
- Applicants that qualify to receive U.S. grants (such as U.S.-based not-for-profit/nongovernmental organizations (NGOs) or U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign-based educational institutions, with the ability to develop and successfully implement a project in the Eastern Caribbean (Antigua and Barbuda, Barbados, Dominica, Grenada, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines), Guyana, Jamaica, Suriname, and Trinidad and Tobago and meet INL’s reporting requirements. Organizations must also be able to demonstrate current (or pending) country registration in the Eastern Caribbean if required by the country of project implementation.
- Applicants must have experience in security sector reform policies, programs, and projects including facilitating U.S influence, building capabilities to counter shared threats, promoting stable and secure sovereign partners and fostering support of U.S. security, political and economic interests.
- Applicants must have existing, or the capacity to develop, active partnerships with security sector stake holders relevant to this project.
- Applicants must have experts who have demonstrated experience implementing similar Instructional Design projects at the institutional (vice course development) level, and experience designing project management tools for INL.
- Applicants, or their partners, will preferably have some experience working in Barbados.
- INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
