The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is seeking applications from qualified entities for its “Criminal Justice Collaboration and Partnership Program (CJ-CAP)”.
The goal of the CJ-CAP is to provide an opportunity for police, investigators, judges, prosecutors, criminal defense attorneys, court administrators, civil society actors, correctional officers, relevant Ministry of Justice or Interior officials, and other criminal justice sector representatives from host-country nations to produce sustainable, long-term change within their institutions and criminal justice systems through a coordinated and integrated approach to tackling cross-sectoral criminal justice problems.
Cross-sectoral Areas
- Approaches to gang activities and/or transnational organized crime
- Police/prosecutor/corrections cooperation
- Pre-trial detention issues
- Criminal justice information sharing
- Criminal justice interagency cooperation, including in maritime security
- Collaborative practices related to criminal violations by juveniles
- Evidence gathering/case building cooperation
- Alternatives to incarcerations and monitoring programs
- Public safety through crime reduction
- Other cross-sectoral areas agreed upon by INL and the implementer.
Objectives
- Facilitate the participation of foreign justice sector personnel as CJ-CAP fellows.
- Design and execute U.S. based-training program for foreign law enforcement, justice, and/or corrections fellows.
- Design and execute international follow-up training activities.
Funding Information
- The anticipated total federal funding amount is not to exceed $700,000.
- The period of performance is 2 year(s) with an anticipated start date of Month 2017.
Eligibility Criteria
- Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S. based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project in Country X and meet INL’s reporting requirements. Organizations must also be able to demonstrate current (or pending) country registration in Country X, if required by the country of project implementation.
- Must have demonstrated experience implementing similar capacity building programs. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. INL highly encourage organizations to form consortia and submit a combined proposal. However, one organization must be designated as the lead Applicant. The lead Applicant must meet the eligibility criteria listed above.
- Note: Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant announcement.
