The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is seeking applications from qualified entities to implement a program entitled “West Bank INL Access to Justice Legal Aid Project” with an aim to improve indigent access to justice services, particularly for vulnerable populations, by establishing, strengthening, and sustaining legal aid services in various Palestinian provinces.
The project aims to ensure that the right to quality legal representation and a fair trial are protected for all juveniles and indigent Palestinians. This goal will be achieved by a robust, government supported legal aid system that provides high-quality, effective criminal defense representation, consistent with international standards, to the indigent and vulnerable populations and provides training and mentoring to Palestinian legal aid providers.
Project Objectives
- Provide increased access to quality legal representation for indigent and other vulnerable populations.
- Achieve systematic change and strengthen the rule of law by supporting Palestinian government and Bar Association efforts to develop a sustainable and quality criminal legal aid system in the West Bank.
- Improve legal awareness and appreciation of the right to counsel by relevant justice/security institutions, as well as adult and juvenile indigents and marginalized people in the West Bank.

Eligibility Criteria
- Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/nongovernmental organizations (NGOs) subject to section 501(c)(3) of the U.S. tax code), with the ability to develop and successfully implement a project in the West Bank and meet INL’s reporting requirements. Organizations must also be able to demonstrate current (or pending) registration in the West Bank, if required.
- Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in the West Bank. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in Arabic and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
- NOTE: Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant announcement.
