The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs, is seeking applications from qualified Non-Governmental Organizations (NGOs) to implement a program entitled “Mali Law Enforcement Training Reform Project.”
The purpose of this program is to support transformative change in the training systems of the civilian security law enforcement agencies in Mali.
Objectives
- Increase joint planning, knowledge sharing, and a common training philosophy among civilian security agencies’ training directorates, including through improved communication and relationships among leadership of the training academies.
- The strategy, educational approach, curriculum, and management of individual civilian security training directorates enable these agencies to define and meet training objectives.
- Improve the quality of training staff personnel from each institution with a focus on their ability to develop, deliver, and progressively improve impactful training.

Eligibility Criteria
- Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/nongovernmental organizations (NGOs) with the ability to develop and successfully implement a project in Mali and meet INL’s reporting requirements.
- Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in Mali. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in French and English. The applicant’s staff must be proficient in English in order to fulfill reporting requirements and also have significant demonstrated French language skills.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
- Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant announcement.
