The Bureau of International Narcotics and Law Enforcement Affairs (INL), plays a key role utilizing U.S. international drug and crime assistance to build the capacity of Peruvian institutions to more effectively improve counter-narcotics efforts, including citizen security, social inclusion, gender issues, and empowering communities and vulnerable populations.
INL’s Drug Demand Reduction (DDR) program aims to prevent drug-use, violence, and crime by youth populations. DDR works to reduce the impact of illegal drugs by providing effective foreign assistance and fostering multilateral cooperation as an integral part of a comprehensive criminal justice strategy.
Project Objectives
- Develop UPC 1 and UPC 2 Training Series and Technical Assistance
- Assessment of UPC Training Effects on Substance Use
- Research Study of Evidence-based Intervention Implementation
- Increase and Expand Availability of Evidence-based Drug Prevention Programs

Eligibility Criteria
- Local, in-country, non-for-profit/non-Governmental organization (NGOs) or educational institutions that can demonstrate current registration in Peru, competent programmatic ability, and meet INL reporting requirements.
- Applicants must have demonstrated experience implementing similar educational or capacity building programs, and studies preferably in Peru. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
- NOTE: Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant program.
