The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications for its program entitled “Tunisian Correction’s Standard Operating Procedures” to enhance the capacity of Tunisia’s criminal justice system since 2011.
This includes efforts to improve the capacity of civilian law enforcement to provide citizen security; improve the capacity of the corrections system to provide safe, secure, and humane treatment of inmates; and improve the capacity of the justice sector to provide access to justice and maintain the rule of law throughout the country.
This project aims to support the recent reforms of the Directorate General of Prisons and Rehabilitation (DGPR) to develop a professional and sustainable corrections system by supporting the effort to establish a comprehensive set of Standard Operating Procedures (SOPs).
Objectives
- Improve the DGPR’s technical understanding of the methodologies and concepts in relation to Standard Operating Procedures
- Provide guidance during the drafting, testing, and implementation of Standard Operating Procedures

- Award Ceiling: $150,000
- Award Floor: $100,000
Eligibility Criteria
- Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S. based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project in Tunisia and meet INL’s reporting requirements.
- Organizations must also be able to demonstrate current (or pending) country registration in Tunisia, if required by the country of project implementation.
- Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in Tunisia.
- Please Note: Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant announcement.
