The United States Department of State Bureau of Population, Refugees and Migration (PRM) is seeking proposals from eligible organisation for its grant program entitled “NGO Programs Benefiting Refugees and Vulnerable Populations in Burkina Faso, Mauritania, Niger, Nigeria, and Senegal”.
Current Funding Priorities
- Proposed activities should primarily support refugee populations and conflict-victims in Burkina Faso, Mauritania, Niger, Nigeria, and refugee returnee populations in Senegal. Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those projects that include target beneficiary base of at least 50 percent refugees in Burkina Faso, Mauritania, and Niger (except Diffa), Nigeria, and refugee returnees in Senegal, as outlined in the country-specific guidelines below. Programs in non-camp areas should, wherever possible, pursue a community-based approach that also benefits host communities. It is strongly encouraged that projects demonstrate increased emphasis on mainstreaming protection, including gender-based violence (GBV) risk mitigation, across proposed sectors and activities.
- Proposals must focus on one or more of the following sectors:
- Protection
- Gender-based Violence Prevention and Response
- Child protection
- Health
- Mental Health and Psychosocial Support (MHPSS)
- Water, Sanitation, and Hygiene (WASH)
- Education
- Livelihoods
- Shelter
- Local Government Capacity-Building
Country-specific Provisions:
- Burkina Faso: Proposed activities must support Malian refugees living in Goudebou and Mentao camps (includes those transitioning to the camps from border areas as part of UNHCR’s relocation efforts); and Malian refugees settled outside of camps. Proposals may focus on one or more of the following areas of intervention:
- Protection, including child protection, gender-based violence (GBV) prevention and response, and support for vulnerable groups
- Livelihoods – priority will be given to programs that foster refugees’ economic security/self-sufficiency
- Education – priority will be given to primary and accelerated learning (“catch-up”) programs
- Local Government Capacity Building – priority will be given to projects that demonstrate refugee inclusion and coordination with national development plans
- Mauritania: Proposed activities must support Malian refugees (those with current refugee status) living in Mbera camp or outside of camp in Bassikounou Department. Proposals may focus on one or more of the following areas of intervention:
- Health and psychosocial support
- Protection, including child protection, gender-based violence (GBV) prevention and response
- Livelihoods – priority will be given to programs that foster refugees’ economic security/self-sufficiency
- Education – priority will be given to projects that demonstrate coordination with national education plans and other development planning processes
- Niger: It is strongly recommended that organizations wishing to work with both Malian and Nigerian refugees in Niger submit a single proposal that covers activities benefiting both populations. Organizations are not required to work with both Malian and Nigerian refugees. Proposed activities must focus primarily on support for Malian refugees in Tillabery or Tahoua regions, and/or support for Nigerian refugees and other conflict-victims in Diffa region. Proposals may focus on one or more of the following areas of intervention:
- For Urban Refugees living in Niamey
- Protection, including child protection of unaccompanied minors, and gender-based violence (GBV) prevention and response
- For Malian refugees living in camps, zones d’accueil des réfugiés, or those who have transitioned or are in the process of transitioning out of camps as part of UNHCR “localization” efforts.
- Protection, including child protection and gender-based violence (GBV) prevention and response, and support for vulnerable groups
- Livelihoods – priority will be given to programs that foster refugees’ economic security/self-sufficiency
- Education – priority will be given to primary and accelerated learning (“catch-up”) programs, and to education sector support for “localization” efforts
- For Nigerian refugees and other conflict-victims in the Diffa region living in current or planned refugee camps or outside of camps. Priority will be given to programs that can also demonstrate benefit to affected host communities and/or Nigerien returnees displaced by the conflict in Nigeria.
- Protection, including child protection, gender-based violence (GBV) prevention and response, and support for vulnerable groups – priority will be given to assistance for unaccompanied and separated minors, women and girls, and/or prevention of recruitment by armed groups and ensuring civilian character of refugee-hosting sites
- Water, Sanitation, and Hygiene (WASH) – priority will be given to assistance for populations outside formal refugee camps
- Health – priority will be given to assistance for refugees living outside formal refugee camps
- Livelihoods – priority will be given to programs that foster refugees’ economic security/self-sufficiency
- Local Government Capacity Building – priority will be given to projects that demonstrate refugee inclusion and coordination with national development plans
- Nigeria: Proposed activities must support Cameroonian refugees in Southeastern Nigeria
- Child protection and gender-based violence (GBV)
- Health
- Education (primary)
- Shelter
- Senegal: Proposed activities must support Senegalese refugee returnees to the Casamance region. Proposals may focus on one or more of the following areas of intervention:
- Shelter
- Water, Sanitation, and Hygiene (WASH)
Funding Information
Project proposals must not be less than $400,000 per year and not more than $2,000,000 per year or they will be disqualified.
- Burkina Faso, Mauritania, and Niger: benefiting only Malian refugees
- Proposed budgets must not be less than $400,000 and not more than $1,000,000
- Niger: benefiting only Nigerian refugees or urban refugees in Niamey
- Proposed budgets must not be less than $400,000 and not more than $1,000,000
- Niger: benefiting both Malian and Nigerian refugees in multiple locations
- Proposed budgets must not be less than $700,000 and not more than $2,000,000
- Nigeria: benefiting only Cameroonian refugees in multiple locations
- Proposed budgets must not be less than $700,000 and not more than $1,500,000
- Senegal: benefiting Senegalese refugee returnees in the Casamance
- Proposed budgets must not be less than $400,000 and not more than $700,000
Eligibility Criteria
- Nonprofits having a 501(c)(3) status with IRS, other than institutions of higher education;
- Nonprofits without 501(c)(3) status with IRS, other than institutions of higher education; and
- International Organizations.
