The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is seeking applications for its program “Counter-Violent Extremism Risk Assessment for Montenegro”.
Project Aims
By conducting a violent extremism threat and risk assessment in Montenegro, the project should aim to:
- Identify the drivers of violent extremism
- Identify factors of individual and community vulnerability to violent extremism
- Identify levels of resilience to violent extremism
- Identify capacity and coordination gaps among implementing agencies in their CVE activities and efforts
- Define the roles of various sectors, institutions and agencies; and provide clear guidance to improve awareness about different methods of countering violent extremism.
Project Objectives
- Analysis of existing development policies that have synergies with the CVE Strategy and Action Plan
- Integration of professional knowledge in order to prevent radicalization
- Establishment of a tool for self-assessment of resilience and vulnerability of the community to violent extremism
- Monitoring of on-line radicalization
Project Goals
- Reducing vulnerability and increasing the resilience of the Montenegrin community against radicalism, violent extremism and terrorism.
- The assessment should provide an opportunity to build the capacities of key Montenegrin CVE policymakers and practitioners involved in the implementation of their CVE Strategy, and its implementing CVE Action Plan
Funding Information
As part of its on-going criminal justice reform support to the Government of Montenegro, INL Montenegro has allocated $40,000.00 for Countering Violent Extremism (CVE) Risk Assessment for Montenegro.
Eligibility Criteria
- Applicants that qualify to receive U.S. grants such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S. based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project and meet INL’s reporting requirements.
- A consortium between foreign, local non-governmental organizations and education institutions is possible; however the presented documents shall demonstrate the added value of such a partnership in advancing the goals outlined above.
