The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs, is seeking applications from qualified U.S. based non-profit/non-governmental organizations (NGOS) having a 501(c)(3) status with the IRS or overseas based non-profit/non-governmental organizations (NGOs), for a Grant to implement a program entitled “Strengthening Judicial Response to Organized Crime in Costa Rica.”
The goal of this project is to equip the personnel assigned to Costa Rica’s new organized crime tribunals with the specialized skills necessary for successful launch and effective operation of these tribunals.
Objectives
- Provide specialized training on key topics for personnel assigned to Costa Rica’s new organized crime tribunals.
- Provide targeted technical assistance to judicial branch leadership and officials tasked with implementing the tribunals, and justice sector officials who will be assigned to serve or engage with these tribunals, with the goal of preparing Costa Rica’s judicial branch for an effective launch and operation of the special jurisdiction.

Eligibility Criteria
Eligibility for this NOFO is limited to:
- Applicants that qualify to receive U.S. grants (such as U.S. based non-profit/nongovernmental organizations (NGOS) having a 501(c)(3) status with the IRS or overseas based non-profit/non-governmental organizations (NGOs), with the ability to develop and successfully implement a project in Costa Rica and meet INL’s reporting requirements. Organizations must also be able to demonstrate current (or pending) country registration in Costa Rica.
- Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in Costa Rica. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
