Through the PEPFAR Coordination Office, the U.S. Embassy in Maputo administers the Community Grants Program (formerly Small Grants) and is seeking proposals from registered community-based organizations whose mission and activities focuses on HIV programming.

The PEPFAR Community Grants Program is funded through the U.S. President’s Emergency Plan for Aids Relief (PEPFAR). One of the goals of PEPFAR in Mozambique is to support efforts to achieve HIV epidemic control through implementation of evidence-based interventions to drive progress in HIV prevention, care and treatment and ultimately, save lives.

Objectives

As PEPFAR continues to confront challenges with retaining HIV+ individuals in care and treatment programs, the collaboration with communities and patients is urgent and critical. Collaborating with community members that will identify barriers and enablers to accessing and utilizing HIV services will be key in improving retention in Mozambique, as will ensuring stigma and discrimination surrounding HIV is addressed. Organizations will be expected to carry out patient surveys and gather information on the patient experience at health facilities. This information will then be used to facilitate dialogue and advocacy for improvement. Training and technical assistance will be provided to organizations selected for this award.

This NOFO seeks eligible organizations to train, support, equip and compensate PLHIV to carry out routine monitoring of the quality of HIV treatment services received by patients at health facilities. They are looking for organizations that can help communities directly impacted by HIV to facilitate dialogue, based on patient experiences, that will help drive changes and improve HIV services in Mozambique.

This mechanism will help PEPFAR programs, Public Health facilities and Local Government Institutions to gain insights on persistent problems impacting the quality of care of HIV and identify solutions or enablers that will ensure that beneficiaries receive quality services and will encourage them to retain in care and adhere to their HIV treatment.

Eligibility Criteria

The PEPFAR Community Grants Office welcomes applications from registered non-profit Mozambican organizations that are led by People Living With (Infected) or Affected by HIV focusing on Key Population groups (female sex workers, men who have sex with men, people who inject drugs, and prisoners), youth (adolescent boys and adolescent girls), young men, and HIV+ individuals with disabilities.
