U.S. Embassy in Namibia is accepting applications for 2019 PEPFAR Small Grants Program which focuses on supporting grassroots and community run projects that seek to mitigate the spread and impact of HIV/AIDS in their communities.
The grants for this year were focused on young girls, given the designation PEPFAR has made of Adolescent Girls and Young Women (AGYW) as a vulnerable group in the response.
Funding Information
The program typically funds two to four projects a year, with the average grant ranging between US$20,000 and US$25,000, for the duration of one year. The total annual budget is typically around US$100,000. The funds are often used for health education for PLHIV or orphanages.
Type of Grants
- 2019 PEPFAR Small Grants call for young men and boys: The PEPFAR Small Grants Program hereby invites creative proposals targeted at preventing transmission and reducing new infections in adolescent boys and young men aged 14 to 30+.
- Proposals should include at least two of the following points:
- HIV prevention activities among:
- Adolescent boys aged 14 – 24 years old
- Young men aged 25 – 29 years old
- Males 30+ years old
- Campaigns to address Gender Based Violence and how it contributes to the spread of HIV to the above mentioned groups
- Community based interventions to address:
- Male friendly sexual reproductive health activities
- Interventions aimed at reducing risky sexual behavior among young boys and adult men aged 14 to 30+.
- HIV prevention activities among:
- Target Audiences: Programs should have a special focus on adolescent boys and young men aged 14 to 30+.
- Proposals should include at least two of the following points:

- Key and priority populations

- Community based interventions to address:
- Key and priority populations friendly sexual reproductive health activities
- Building the capacity of key and priority populations to address stigma and discrimination
- Interventions aimed at reducing risky sexual behavior among key and priority populations
- HIV prevention activities among:
- Target Audiences: Programs should have a special focus on key and priority populations
- Proposals should include at least two of the following points:
Eligibility Criteria (for both)
- Grants will cover 12 months of activity.
- Grantees may implement activities in any of the 14 regions in Namibia.
- Budget requests should be between N$50,000 and N$300,000.
- Grantees are encouraged to use an evidence-based, age-appropriate HIV prevention curriculum.
- Grantees must target the same group of beneficiaries multiple times, using at minimum the package of HIV prevention discussion topics
- Grants may be used to fund equipment only if doing so would further project objectives.
- Grant funds may not be used to purchase alcohol. Other restrictions may also apply.
- Grantees must submit mid-term and final financial and programmatic reports.
- Applicants should be community-based organizations, faith-based organizations or learning institutions which are legally registered in Namibia.
- Applicants must have access to a bank account, as funding will be dispersed to grantees in installments by electronic bank transfer.
- No grants will be awarded to former PEPFAR grantees, unless there are no other organizations that can fulfill the program’s goals.
- Applicants proposing to work in schools should include in their proposal a demonstrated relationship with the school and a letter of support from the relevant school(s). All other applicants should provide a letter of support from a relevant ministry and community organization.
- Each organization that is funded will be required to measure and report the results it achieves by following PEPFAR and the U.S. Department of State’s reporting requirements.
