The U.S. Embassy Tokyo’s Public Affairs Section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out an exchange program specifically for Japanese students with financial need to study in the U.S., strengthen people-to-people ties between the U.S. and Japan, and supporting the mission goal of increasing the number of students studying in the U.S.
Objective
The strength of the U.S.-Japan relationship lies within the people-to-people connections that have been built over the years, much of this coming from study abroad activities. Unfortunately, the perception in Japan is that studying abroad is exclusively for those with high socio-economic statuses or those with pre-established connections to the U.S. Additionally, because of the high cost of studying in the U.S., the status of the U.S. has diminished as a desired location for study abroad. To counter these perceptions and provide opportunities, the U.S. Embassy seeks to foster young students from disadvantaged backgrounds with financial limitations who desire to study in the United States. Through study abroad opportunities, students will enhance their English language skills, be exposed to global ideas and views, develop a better understanding of the United States and help them to make a positive difference in their communities and in their home country. Such projects invest in the next generation of Japanese leaders through educational and cultural exchanges by studying in the U.S.

Eligibility Criteria
The following organizations are eligible to apply:
- Not-for-profit organizations, including think tanks and civil society/nongovernmental organizations
- Public and private educational institutions
- Public international organizations and governmental institutions
- Individuals
The following types of projects or activities are not eligible for funding:
- Projects relating to partisan political activity;
- Charitable or development activities;
- Construction projects;
- Projects that support specific religious activities;
- Fund-raising campaigns;
- Lobbying for specific legislation or projects;
- Scientific research;
- Projects intended primarily for the growth or institutional development of the organization;
- Projects seeking funds for personal use;
- Projects that require participation fee.
