The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for eligible organizations to submit applications for a project to execute a campaign that promotes national unity, inclusiveness, accountability, and transparency in support of the peace process.

PAS seeks proposals that include public in-person and virtual activities that promote the Afghan peace and reconciliation process. This project will mobilize Afghan citizens at a critical juncture in their history, in anticipation of a peace settlement between the Afghan government and the Taliban. The aim of the campaign is to remind Afghans what they have in common and what unites them as a polity.

After four decades of conflict, Afghanistan suffers from slow economic growth, unemployment, halting societal progress, and the lack of social cohesion. Afghans feel divided for a variety of political, religious, and ethnic reasons. They also feel a reduced confidence in public institutions, concerns about corruption of government officials, and uncertainty regarding a peaceful political settlement. There are also fears related to the recent increases in violence, targeted killings, and bombings as well as significant increases in street crime and kidnappings.

Goal

The goal of this project is to create dialogue, enhance understanding, and galvanize the Afghan population in support of peace and reconciliation.

Objective

To execute a mass-media campaign for national unity that promotes national unity among all Afghans.

Funding Information

Project Audience

The primary audience for this national unity and peace campaign project is the general Afghan public. The successful applicant will have the ability and capacity to manage activities throughout the country, including provincial centers.

Eligibility Criteria

Eligibility is open to all types of applicants except for individuals. Organizations may sub-award/contract with other entities, but only one entity may be the prime recipient of the award. When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
