U.S. Mission to Columbia: Colombian National Police Plan Cuadrante Police Service Model Assessment

The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs INL is seeking applications from qualified U.S. and non-U.S. based non-governmental (NGOs)/non-profit organizations or Educational Institutions, or Public International Organizations (PIOs) for a Grant/Cooperative Agreement to implement a program entitled “Colombian National Police Plan Cuadrante Police Service Model Assessment.”

This project should support the goals of INL Bogota’s Law Enforcement Professionalization Section (LEPS): to disrupt and dismantle narcotrafficking and other transnational crime by enhancing CNP capabilities, processes, and internal structures. To contribute to this goal, this project will specifically seek to evaluate the strength of the of the CNP’s national deployment model (Plan Cuadrante) and provide recommendations, if warranted, that help the CNP: (1) Incorporate novel and effective practices and technology that result in police deployment techniques that further increase citizen security; and, (2) Increase police deployment and strengthen the rule of law in rural areas.

INL expects to award a cooperative agreement(s) based on this NOFO, in an amount not to exceed the total ceiling amount. The anticipated total federal funding amount is not to exceed $500,000. The period of performance is 2 year(s) with an anticipated start date of March 2, 2020. INL may extend the award up to 1 additional year’s contingent on INL priorities, good performance of the recipient, Department of State management approval, and funding availability.

Target Population

Applicants should identify target audiences, specific demographics, and the region(s) in which the project will be implemented. The primary population that the project is targeting is the employees of the Colombian National Police in general, but with a specific focus on the DINAE, DISEC, and DICAR directorates and the Planning Section of the Directorate General.
