The Public Diplomacy Section of the U.S. Mission to Spain and Andorra (PD Spain), which includes the U.S. Embassy in Madrid and the U.S. Consulate General in Barcelona has announced an open competition for organizations to submit applications in response to issuance of this Annual Program Statement (APS).
Objectives
PD Spain welcomes proposals for creative, engaging projects that line up with PD Spain’s main objectives. That includes:
- Encouraging Spaniards and/or Andorrans to take action in the fight against the climate crisis and supporting U.S. climate policy.
- Encouraging Spanish and/or Andorran students to choose the United States for their educational needs, for summer work programs, and for English language learning.
- Increasing the number of Spaniards who actively promote U.S.-Spain security and defense partnerships and the NATO Alliance.
- Increasing support among university students of the value and importance of Spain hosting the 2022 NATO Summit, the role Spain plays within NATO, and the strategic concept of NATO in the near future.
- Developing an awareness and understanding among Spanish society of the value of Women, Peace, and Security initiatives.
- Building support for entrepreneurship, innovation, and STEM fields to expand new economic opportunities for youth in Spain and/or Andorra.
- Planting the seeds to expand Spanish and Andorran foreign direct investment in the United States, increase awareness of the American way of doing business, and help elevate Spain and Andorra as like-minded players in the global digital economy.
- Expanding media literacy outreach and support the media literacy programs by Spanish institutions with useful and accurate tools to increase the understanding of fake news and other malign influence tactics and to render ineffective disinformation campaigns targeting Spain.
- Increasing the number of Spaniards and/or Andorrans who agree that the United States, Spain, and the EU share the same values and are committed to promoting respect for human rights.
- Stimulating collaborations between Spanish and/or Andorran and American organizations working towards the same common human rights goals.
- Sparking discussions in schools and universities across Spain and/or Andorra about difficult subjects, such as LGBTQI+, racism, sexism, and disability rights.
- Promoting the rights of and equality for women, ethnic and religious minorities, the LGBTQI+ community, refugees and migrants, disabled individuals, and other disadvantaged or vulnerable populations in Spain and/or Andorra. All programs should ensure they promote diversity and inclusion.
Funding Information
- Length of performance period: Up to 18 months (including your evaluation or assessment period)
- Number of awards anticipated: 10-15 awards (dependent on dollar amounts of the grants issued)
- Award amounts: Awards may range from a minimum (floor) of $25,00 to a maximum (ceiling) of $75,000.
- Total available funding: Approximately $200,000.
- Type of Funding: FY 2022
- Anticipated program start date: Your project should start no earlier than 1 December 2021 and no later than 30 September 2022 (i.e., next year).
Note: PD Spain strongly recommends that first-time applicants keep their budget under $40,000. If a new applicant has no proven track record or the review panel has doubts or concerns about the capacity to implement a larger project, it makes sense for the applicant to submit a smaller, more modest proposal.
Participants and Audiences
The challenge or problem you are looking at, your goals and objectives, and the activities will help you determine the participants or primary audiences for your project. You might have secondary audiences or beneficiaries, too. For example, if you are training the teachers in a new teaching methodology, they are your primary audience and all their students who benefit from the updated methodology would be the secondary audience or final beneficiary.
Note: the participants or audiences for the proposed activity should be citizens or legal residents of Spain.
Eligibility Criteria
- Businesses and other for-profit organization may not apply for funding under this APS.
- The following entities, from Spain, Andorra, or the United States, are eligible to apply:
- Not-for-profit organizations, including educational and cultural institutions, civil society organizations or non-governmental organizations, think tanks, professional associations, media outlets, etc.
- Governmental institutions and Public International Organizations.
- Individual citizens, including alumni of U.S. Government (USG) exchange programs, who have a demonstrated capacity or proven track record to carry out the proposed activities.
- To be eligible for consideration, every Spain or Andorra-based applicant organization must be registered their respective host country.
Note: the participants or audiences for the proposed activity should be citizens or legal residents of Spain. however, regarding incorporating participants or audiences from other countries into the project activity.?Even if some participants come from a regional neighbor or from the United States, PD Spain is primarily interested in the participants from Spain and the project’s impact on them.
Other Eligibility Requirements
- To be eligible to receive an award, all organizations must receive a unique entity identifier (UEI) from Dun & Bradstreet called Data Universal Numbering System or DUNS number, as well as a valid registration.
- Individuals are not required to have a unique entity identifier or be registered in SAM.gov.
- Individuals are allowed to submit only one proposal through this APS. PD Spain prefers that organizations submit one proposal under this funding opportunity.
- If an applicant (either individual or organization) has already received a grant from the U.S. Embassy and the older project and the new one would overlap, or if an organization has submitted more than one project proposal, please use section “y” in the application form to explain to the PD Spain grant review panel how the applicant will manage more than one project and describe your past experience and track record indicating that your organization has the capacity to do so.
